Description
This NSN: 4730-01-475-2196, STRAINER, SEDIMENT, is a critical application item. It will be solicited as a firm-fixed price RFP to obtain offer(s) for a single NSN large contract. This is 3C procurement= an acquisition from approved sources. Therefore, other than full and open competition applies, solicitation will be issued as unrestricted. NOTE: Part requires engineering source approval by the design control activity in order to maintain the quality of the part. ADEQUATE DATA FOR THE EVALUATION OF ALTERNATE OFFERS IS NOT AVAILABLE AT THE PROCUREMENT AGENCY. THE OFFEROR MUST PROVIDE A COMPLETE DATA PACKAGE INCLUDING DATA FOR THE APPROVED AND ALTERNATE PART FOR EVALUATION. This item has been identified by the U.S. NAVY as field level reparable (FLR). Any alternate source offers must be approved by the engineering support activity (ESA) via DLA form 339. Technical data packages will be submitted in accordance with current policies and must include repair parts manual(s). DLA form 339, when submitted to the NAVY ESA, will have the remarks section (block #16) annotated with the following statement: "this item has been identified as FLR by the U.S. NAVY." if alternate source (s) are approved by the NAVY ESA, separate NSNs may be established and will be coordinated with DSCC. Mercury or mercury containing compounds shall not be intentionally added to, or come in direct contact with, any hardware or supplies furnished under this contract. Exception: functional mercury used in batteries, fluorescent lights, required instruments; sensors or controls; weapon systems; and chemical analysis reagents specified by NAVSEA. Portable fluorescent lamps and portable instruments containing mercury shall be shock proof and contain a second boundary of containment of the mercury or mercury compound. (IAW NAVSEA 5100-003d). Reverse Auction NOTICE: This solicitation will contain DLAD provision 52.215-9023 for Reverse Auction (RA). The Contracting Officer may utilize on-line Reverse Auctioning as a means of conducting price discussions under this solicitation. All responsible sources may submit a proposal, which shall be considered. Copies of this solicitation will be available by download from the internet at dibbs.dscc.dla.mil/rfp after February 19, 2014. While price may be a significant factor in the evaluation of offers, the final award decision will be based upon a combination of price, delivery, past performance, and other evaluation factors as described in the solicitation. One or more of the items under this acquisition may be subject to Agreement on Government Procurement approved and implemented in the United States by the Trade Agreements Act of 1979. All offers shall be in the English language and in U.S. Dollars. All interested suppliers may submit an offer. Based upon market research, the Government is not using the policies contained in Part 12, Acquisition of Commercial Items, in its solicitation for the described supplies or services. However, interested persons may identify to the contracting officer their interest and capability to satisfy the Government's requirement with a commercial item within 15 days of this notice.
