Description
The Army Contracting Command-Aberdeen Proving Ground, Fort Huachuca intends to modify contract W91RUS-10-C-0001 under FAR clause 52.217-8 Option to Extend Services. The Government will initially be extending the contract for a period of 60 days while evaluating the cost for a possible 180 day extension (6 months).The statutory authority permitting other than full and open competition to add the additional six (6) months to the contract is 10 U.S.C. 2304(c)(1) as implemented by Federal Acquisition Regulations (FAR) 6.302-1(a)(2)(iii), quote mark Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. quote mark Contract W91RUS-10-C-0001 was awarded to ManTech Advanced Systems International in November 2009 with a one-year base period and four one-year options periods for a period of performance from 1 December 2009 - 30 November 2014. The Contractor provides non-personal scientific and engineering services to support the United States Army Electronic Proving Ground (USAEPG). The mission of EPG is to plan, conduct, analyze, evaluate and report the results of developmental, operational, and integrated (DT/OT/IT) test and evaluation in support of Network, Electronic Warfare (EW) and Command, Control, Communications, Computers, Combat Systems, Intelligence, Surveillance, and Reconnaissance (C5ISR). Contract W91RUS-10-C-0001 currently expires on 30 November 2014. The NAICS code for this contract is 541330 quote mark Engineering Services quote mark. Funds to be used for the additional six (6) months will be Fiscal Year 14 & 15, Research Development Test and Evaluation (RDT&E) funds. This notice of intent to exercise FAR Clause 52.217-8 is not a request for competitive proposals. There is no solicitation document. No Request for Proposals (RFP) will be issued. Interested parties may express interest and provide a capability statement no later than 0800, Mountain Standard Time, 13 November 2014. Responses should be addressed to emily.m.marshall.civ@mail.mil. All information received from this notice shall be used for planning and market research purposed only. The determination to refrain from competing this proposed contract action based on responses to this notice is solely within the discretion of the Government. The Government will not pay for the preparation of any information submitted or use of such information. Acknowledgement of receipt of responses will not be made, nor will respondents be notified of the evaluation of the information received.
