- The United States Environmental Protection Agency (EPA), Region 5 in Chicago, IL in support of the Great Lakes National Program Office (GLNPO) is issuing this solicitation for the Great Lakes National Program Office Construction Services (GLNPOCS) II environmental dredging in Great Lakes rivers and harbors and dredged material handling of sediments for multiple projects up to a five year period. The NAICS code for this solicitation is 562910. This solicitation is not set aside for small businesses. GLNPO executes a budget of approximately $50 million per year to facilitate sediment remediation projects varied in scope between 10,000 cubic yards (CY) and 500,000 CY of contaminated sediment per project. This solicitation is for five-year Indefinite Delivery Indefinite Quantity contracts; multiple awards are anticipated. This solicitation includes remedial action West Branch Grand Calumet River (WBGCR) in Hammond, IN. Award of this remedial action is anticipated to be concurrent with contract awards. One task order award will be made for WBGCR. Both paper copies and electronic submission are required under this solicitation. Electronic submission is required through FedConnect: https://www.fedconnect.net/FedConnect/Default.htm Your firm must register with FedConnect as an interested party to view solicitation attachments posted. FedConnect is a web portal that connects agencies and vendors to streamline the process of doing business with the federal government. Through FedConnect contractors are able to receive, review and respond to contract pre- and post-award actions and documents such as correspondence, request for proposals, tasking instruments and contract modifications. The use of FedConnect also furthers the US EPA's commitment to moving towards a paperless acquisition environment by reducing its carbon footprint and conducting its business in an ecologically friendly manner.
