- The Naval Surface Warfare Center Carderock Division (NSWCCD) Philadelphia, intends to enter into negotiations, on a sole source basis, with OPAL-RT TECHNOLOGIES, 1751 Richardson, Suite 2525, Montreal, QC H3K 1G6, Canada, to procure a Real-Time Digital Simulation System (RTDS). The Navy requires a real time digital simulation (RTDS) computer system, capable of performing large scale, high fidelity hardware in the loop (HIL) simulations of advanced power electronics and power systems architectures. Models to be simulated must be in a MATLAB format. The required system consists of a high performance, 12-core computing system using a real-time operating system (RTOS), along with 64 I/O channels for connection to the hardware under test (HUT) and any additional hardware drivers, cables, etc. necessary to connect the RTDS to the HUT. In addition, the vendor shall provide system-specific training to Navy employees. Opal-RT is the sole designer, developer, and producer of the RTDS system used to perform HIL simulation of Navy power electronics systems. Opal-RT is the only contractor with the technical knowledge, technical data, production expertise, and design familiarity required to supply an RTDS capable of satisfying the technical requirements required by the Navy. No other firm possesses the prerequisite information to accomplish the interface with the existing equipment. Opal-RT developed the required software and hardware interfaces at their own expense and will not sell this proprietary information to the Government. As a result, they are the only firm who can possibly supply the required system. SPECIFICATIONS: The contractor shall provide a rack-mounted, real time digital simulator (RTDS) to accommodate large-scale system HIL testing. This system consists of the following components: A Real-time computer with 12 processor cores (and a real-time operating system); 64 I/O channels to accommodate interaction with test equipment; Necessary hardware drivers and HIL software; Testing and training support. The RTDS system will act as an interface between power electronics, hardware and control hardware by executing MATLAB models of shipboard systems, including electric power systems, propulsion systems, and auxiliary systems. The RTDS system will have the capability to be connected to an existing OPAL-RT RTDS to test distributed control algorithms, in which multiple decision-making elements cooperate to control the system. The RTDS described below shall provide the following in terms of computing power, operational input/output signals and data acquisition necessary to operate the models and equipment: Real Time Lab Driver RT-LAB 10.4 Host/Workstation Professional Host multiple rate and multi processors/cores; Real Time Driver for 12 activated cores: RT-LAB 10.4 Real-Time Target Activated Core - eDRIVEsim D Series; Real Time Computer, 12 cores with RTOS: RT-LAB Real-Time Computer 3.46 GHz, 12 cores (RedHat RTOS, with 2 dolphin host adapters); OP7000 Industrial chassis with multi-FPGA backplane, PCIe Interface and power supply; FPGA I/O Control: Primary Virtex 6 FPGA, user programmable and i/o control, PCIe 4X, 241 158 logic cells; Analog I/O Board: 8x Analog I/O Adapter Carrier with Monitoring, 8x Analog Adapter Board pass-through, DB37 connector, 4x Analog Input Daughter Board (16 Channels, 16 bits, 2.5 us, ±16V), 4x Analog Output Daughter Board (16 Channels, 16 bits, 1 us, ±16V); Rear Digital Daughter Board Input Kit: 4x Front Digital Adapter Monitoring 16ch for OP7000, 4x Rear Digital Input, Opto-Isolated: 16 Channels (4.5V to 30V) DB37 connector; Rear Digital Daughter Board Output Kit: 4xFront Digital Adapter Monitoring 16ch for OP7000, 4x Rear Digital Output, Opto-Isolated: 16 Channels (push pull 5 to 30V) DB37connector; Cabinet 24U Black, (WxDxH) 19"x31.5"x44", 19" Rack mount, for 120V (Included Ethernet Switch and Power Bar); Intel EXPI9404PTL PT Quad Port Ethernet Server Adapter 10/ 100/ 1000Mbps PCI-Express 4 x RJ45 (for IEC 61850 and other Ethernet based protocol); SOFTING CAN-PCI-AC2 - 2 x CAN-BUS; APC Smart-UPS 750VA USB & Serial RM 2U, 120V; 1553 Communication Protocol: Driver 1553 (one license. per board adaptor); CANBUS Communication: Driver CAN (one license per CAN board adaptor); HARDWARE IN THE LOOP INTERFACE: HIL Controller Interface (16 high current and high voltage probes) (Hardware-in-the-loop Interface / Data Acquisition Interface) Cables Included. The Government, therefore, intends to solicit and negotiate this requirement under the authority of 10 USC 2304 (c)(1), FAR 6.302-1. A Firm Fixed Price contract is anticipated. The applicable NAICS Code for this requirement is 334111. This notice of intent is not a request for competitive proposals; however, any and all responses must be received within 15 days of this synopsis notice. A determination by the Government not to open this requirement to competition based on the responses received to this synopsis is solely within the discretion of the Government.
