Description
The U.S. Army Corps of Engineers intends to negotiate and award a sole source contract with Heitmeyer, Mickey DBA Greenbrier Wetland Services citing FAR part 13 subpart 13.106(b) Soliciting from a single source (1) For purchases not exceeding the simplified acquisition threshold (i) Contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g. urgency, exclusive licensing agreements, brand-name or industrial mobilization).To the best of the Government's knowledge, there are not any other firms that can satisfy this requirement in the required timeline needed in order to meet our mission. The work to be done under this contract consists of the contractor providing all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to provide services required to participate in discussions associated with St. Johns Bayou/New Madrid Floodway Project independent expert peer review (IEPR), respond to comments/questions raised by the IEPR panel regarding waterfowl model and analysis, address waterfowl related public comments on the final environmental impact statement (EIS), and make appropriate revisions to the waterfowl report. Greenbrier Wetland Services, developed the waterfowl model that was used in the waterfowl impact analysis and mitigation determination for the St. Johns Bayou/New Madrid Floodway Project draft EIS. Greenbrier Wetland Services also performed the waterfowl impact analysis and determined waterfowl mitigation requirements. Award of this contract will be in accordance with Federal Acquisition Regulations (FAR) Part 12, Acquisition of Commercial Items. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS, however interested firms may submit a capability statement in response to the above requirement with cost/price information by November 10, 2014 @ 10:00 AM CST to Sierra Marshall, Purchasing Agent, Fax: (901) 544-3710, Email: Sierra.s.marshall@usace.army.mil. A determination by the Government not to open competition based responses to this notice is solely within the discretion of the Government.
