- Description
- NASA/GRC has a requirement for research and analysis of ground and water surface radiometric measurements and water samples for analysis for harmful algal content. NASA Glenn Research Center is developing the method of using the hyperspectral imager on an aircraft to take images of bodies of water to monitor and study the development of harmful algal blooms. This activity has intensified since the Ohio State of Emergency declared by the governor because 400,000 citizens were without municipal water in the City of Toledo due to the HAB in Lake Erie. But NASAs hyperspectral image data requires calibration, and the calibration information must be acquired on land and over water. AmericaView has collected the samples for analysis for harmful algal content in late spring. They helped define the protocols and standardized methods and specifications of measurement such as resolutions, sample size, orientation, distance to target, other spatial characteristics, etc. NASA/GRC is going to continue this research with AmericaView, 6702 Caneel Court, Springfield, VA 22152-3029. This vendor is funded by a grant from the U.S. Geological Survey, and is comprised of university-led, state-based consortia working together to sustain a network of state and local remote sensing scientists, educators, analysts, and technicians. The Government intends to acquire a commercial item using FAR Part 12 and the Simplified Acquisition Procedures put forth in FAR Part 13. The Sole Source is under the authority of FAR reference 13.106-1(b)1. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
