Draft Statement of Work MK 39 Mod 2-TER EMATT Naval Undersea Warfare Division Newport (NUWCDIVNPT) Code 85 MK 39 Mod 2 Expendable Mobile Anti-Submarine Warfare (ASW) Training Target (EMATT) with True Echo Repeat (TER) configuration Solicitation #: N66604-15-R-0030 The Naval Undersea Warfare Division, Newport (NUWCDIVNPT) is hosting a Pre-Solicitation Conference on Dec 11, 2014 from 9:00 am - 11:00 am (EST) to provide interested parties with technical information and solicit feedback on the MK 39 Mod 2 Expendable Mobile Anti-Submarine Warfare (ASW) Training Target (EMATT) with True Echo Repeat (TER) configuration requirement. This procurement is for approximately 50 first article units, 6,200 MK 39 Mod 2 EMATT TER units, 150 Portable Target Programmers (PTP) and 18,000 hours of technical and engineering support labor (see attached draft Statement of Work). A draft performance specification for the required hardware will be made available at a later date. This requirement will be competed on an unrestricted basis and will result in the award of a five year Indefinite Delivery/ Indefinite Quantity contract. This is a follow-on to NUWCDIVNPT Contract N66604-11-C-0895. The incumbent contractor is Lockheed Martin Sippican, Inc. of Marion, MA. The Pre-Solicitation Conference will be held at the NUWCDIVNPT Undersea Collaboration & Technology Outreach Center (UCTOC), Building 80, Newport, RI 02841. Interested attendees must pre-register via e-mail to Mr. Michael Broomfield at michael.h.broomfield@navy.mil. Please provide the individual's name, company, phone number, and e-mail address. Seating is limited to the first 100 participants who register. The Government intends to publish a list of all attendees to encourage subcontracting opportunities. Registrations will be accepted until 12:00 Noon (EST) on Dec 10, 2014. Questions regarding this requirement shall be submitted in advance to Mr. Michael Broomfield via email no later than 12:00 Noon (EST) Dec 5, 2014. Questions will be allowed during the Pre-Solicitation Conference. Questions asked during the Conference as well as the resultant answers will be posted to fedbizopps.gov. The NUWCDIVNPT Building 80 UCTOC is located outside of the NUWC Main Gate (Gate 23) so Visit Requests are not required. However, a NAVSEA Badge, Common Access Card (CAC), military ID, or state driver's license will be required at check-in on the day of the Conference. Check-in starts at 0800 and the presentation will begin promptly at 0900. NOTE: parking is limited; we encourage participants to car pool if possible.
