Description

Draft SOW The U.S. Department of State, Office of Acquisition Management (AQM), is issuing this Sources Sought Synopsis, as a means of conducting market research to identify parties having an interest in and the resources to support this requirement for the Bureau of International and Information Programs. The results of this market research will contribute to determining the method of procurement and will assist DOS in developing and further defining procurement, acquisition, and development strategies. This market research will identify potential small business sources off GSA Schedule 541-5 (ONLY). This is a Request for Information (RFI) only, t his is NOT a solicitation announcement. No contract will be awarded from this announcement. This request for capability information does not constitute a request for proposals and does not bind the U.S. Department of State to any agreement, written or implied. Submission of any information to this market survey is purely voluntary. DOS assumes no financial responsibility for any costs incurred by respondents. No proprietary, classified, confidential, or sensitive information should be included in the response. Business Objective: With the promise of connective technologies to reach increasing numbers of people, the Bureau of International Information Programs (IIP) aims to build upon the history of public diplomacy and existing assets to implement a digital-first approach; leading the State Department into a cutting-edge paradigm of public engagement. Requirements: The DRAFT Statement of Work (SOW) attached to this Sources Sought Notice outlines the specific level of support required. GSA 541-5 Schedule holders should review the attached draft document and submit capability statements reflecting their companies' capabilities to provide the effort described. Note that the SOW is a draft and may change when the solicitation is issued; however, the core requirements will not change. Interested vendors shall possess and demonstrate an in-depth understandign of all the requirements listed. If your company has the capacity to perform the services outlined, please provide the following information: Organization name, address, email address, web site address, telephone number, point of contact, size of business, qualified small business category and certification, type of ownership (including country of ownership) for the organization, DUNS Number, Cage Code, SAM information, and copy of your company's GSA Federal Supply Schedule (FSS) (541-5). Submission Instructions: The deadline for submitting capability statements relating to this announcement is 4:30PM (EST) November 6, 2014. Responses are limited to twenty (20) pages not including cover page and table of contents. All responses to this Sources Sought Notice must be submitted electronically to Kelley Kershner, Contracting Officer, via email at KershnerK@state.gov and Margaret Dickson, via email at DicksonMA@state.gov and shall have the words "Digital First Response to SAQMMA15Digital1st" in the subject line. Telephone inquiries WILL NOT be accepted or acknowledged. No mail courier responses will be accepted.
