Quoters must submit a complete copy of their Technical and Past Performance Portion separate from the complete copy of their Pricing Portion. No pricing information shall be included with the Technical and Past Performance portion. Technical Information: All documents submitted shall include the Name of the laboratory, the address/location of laboratory, and location where the sample analyses will be performed. Criteria will be evaluated and determined as Pass or Fail. A vendor will "Pass" if the submitted documentation demonstrates that its SOPs are relevant to the SOW; and that the results of its testing meet the applicable floors and limits as provided in this solicitation. Vendors shall respond by providing the following documentation: 1. Documentation of the laboratory's competency and qualifications in the fields of sampling and/or analysis to be conducted. The applicable field of analysis is VOCs in Air by EPA Method T0-15. You must submit one copy of your organization's Laboratory Quality Manual. IN ADDITION to the Quality Manual, submit documentation for EITHER (a) only, or (b) and (c) together, below. a. Copies of your most recent and active dated certificate(s) of accreditation/certification indicating the applicable fields of sampling and/or analysis; OR b. Laboratory analytical SOPs for performing EPA Method T0-15 analysis AND c. Any other documentation or SOPs (e.g., canister cleaning and certification, flow regulator calibration, sample dilution, OA/QC corrective action plan) relating to the laboratory's analytical process for EPA Method T0-15. Laboratories may wish to review the Environmental Protection Agency Policy Directive FEM- 2011-01, http://www.epa.gov/fem/pdfs/fem-lab-competency-policy.pdf and the referenced documents within that Policy Directive. 2 Submit a copy of the laboratory's most recent Method Detection Limit/Demonstration of Capability (MDL/DOC) Study for the compounds listed in Table 1 analyzed by EPA Method T0-15 in Full-Scan mode and SIM scan mode. 3 Submit a copy of the laboratory's routine Quantitation Limits Reporting Limits (QLIRLs) for Full-Scan mode and for SIM Scan Mode analysis for compounds listed in Table 1. [Acceptable QL/RLs are either at or below the Reporting Limits for Full-Scan Mode Analysis and SIM Analysis for each compound listed in Table 1. Laboratory's calculated MDL for each compound will be evaluated against the SCAN and SIM reporting limits listed in Table 1.] 4 Submit a copy of the results from the most recent 'blind' Performance Evaluation samples analyzed by the laboratory for "VOCs in Air by Method T0-15." Report shall include laboratory reported results, 'true values' and acceptance value range for each compound. 5 Laboratory shall submit documentation indicating its capability to produce analytical data package, as described in Section Q of this SOW, and documentation indicating its capability to produce an electronic data deliverable (EDD), as described in Section R. Technically Acceptable Evaluation Criteria: #1- The evaluation of the vendor's Quality Manual and documentation of competency/qualifications (that is, either 1a alone, or 1b and1c together) will be performed in accordance with Environmental Protection Agency Policy Directive FEM-2011-01 http://www.epa.gov/fem/pdfs/fem-lab-competency-policy.pdf and the referenced documents within that Policy Directive. This FEM requires all organizations generating environmental data to submit documentation of their competency and qualifications in the fields of sampling and/or analysis to be conducted. The applicable field of analysis is VOCs in Air by EPA Method T0-15. For the documentation requested under 1a, b, and c, laboratories will not be given extra or less evaluation credit for selecting one type of documentation over the other. Laboratories will not be given extra or less evaluation credit if they submit documentation addressing all three items. #2- Passing MDL/DOC submission meeting, at a minimum 40 CFR Part 136 standards for acceptable MDL and DOC procedures. _ #3- QLs/RLs need to be at or below the required QL stated in Table 1. #4- Passing PE results (within acceptable limits) for all compounds in Table 1. #5- Documentation is consistent with requirements specified in SOW. Past Performance Quoters shall submit a list of three contracts, orders, subcontracts or suborders active in the last three years or currently in progress which are similar in scope, magnitude, relevance and complexity to this requirement. Statement of Work for Analysis of Volatile Organic Compounds in Air Collected In Summa Canisters and Analyzed by GC/MS I. General lnformation: A. Program: SUPERFUND/CERCLA B. Additional Known/Suspected Site Contaminants: For the purpose of this Task Order, suspected site contaminants would be VOCs (See Section G (5) Table 1for specific target list and QLs). C. Samples delivered under this purchase agreement will originate from EPA Region 3. II. Comments: A. Please read the requirements of this order carefully. Invoices will not be approved until all requirements for each project assigned under this order have been met including the correct submission of the hard copy and electronic data packages in the appropriate format. B. Each project assigned under this order will be identified by the laboratory on all deliverables using the Regional Tracking number provided with each request (VY-XXXX) and the Sample Delivery Group (SDG) number as defined below in Section D of this Statement of Work (SOW). Both SDG Cover Sheets and Invoices shall also contain the Regional Tracking number, SDG numbers and order number. C.The contractor laboratory shall provide the number of canisters including: regulators, flow controllers, or other sampling orifices (eg, T-valves, etc.) required for projects scheduled/submitted by the Region. Ill.Summary of Requirements: A Introduction 1. The laboratory shall provide 6-liter (6-l) SILONIZED canisters (e.g., Summa) for sample collection; and, analyze air samples; and/or soil gas samples via EPA Method T0-15 per the requirements of this order. Specific details (e.g., number of canisters, restrictors, regulators, sampling orifices, date required, etc.) for each project will be provided in individual task orders for each case. 2 Shipping Dates: Date of Order through September 30, 2015. 3 Sampling Event Identification: YY-XXXX(eg R30001) B. Data Turnaround Time (TAT) ?Due dates for preliminary results/data, hard copy complete data package, Acrobat PDF copy, and electronic data deliverables (EDD) will be designated for each project assigned. All turn-around-times (TAT) are in calendar days. All deliverables shall be received by the Government on before the due date for each project for the specified TATs. 21day TAT- Routine Estimated number of air samples per year is 200, not to exceed the maximum number of 400 samples per year. Maximum number of samples to be received for analysis at the contractor laboratory within 7 days is 80 samples. This includes the Final hard copy data package* and Final EDDs in readable format to be received by the Government within the 21days of verified** receipt of last sample. Preliminary Results - The estimated number of air samples requiring preliminary results within 5 days of verified receipt** is 50 per year, not to exceed 100 per year (i.e., draft report with Laboratory's Reporting Form for each sample sent electronically to the COR including the EDDs in readable format). SIM Scans- The estimated number of air samples per year requiring SIM Scans is 25, not to exceed the maximum number of 50 samples. SIM Analysis may be requested for those compounds that include a required reporting limit in Section G. 5. Table 1: When SIM analysis is required, the Contractor Laboratory shall report according to the reporting limits specified in Section G. 5. Table 1. *Final Hard Copy Data delivery TAT is determined per Sample Delivery Group (SDG) (see Section E below for specifics) based on the Verified Time of Sample Receipt (VTSR) of the last sample in the SDG. **Verified receipt e.g. Laboratory Sample Custodial signature of receipt on shipment carrier's tracking document of receipt (e.g., Federal Express air-bill, DHL tracking receipt, etc.). Cleaned and Certified Canisters include sampling equipment/orifices (calibrated regulators, restrictors, etc.) The Government shall receive the requested number of Certified Clean Canisters including orifices (cleaned and calibrated regulators, restrictors) within 15 calendar days of receipt of tasking document. Canisters and sampling orifices shall be securely packaged and received by the Government no later than 48 hours after departure from contractor laboratory.Unused Canisters including sampling equipment/orifices will be returned to the Contractor Laboratory at the Government's expense. Maximum number of canisters with sampling orifices to be received by the Government in a week is 100. C. Canisters and Flow Controllers 1. The laboratory shall provide 6-L SILONIZED certified cleaned canisters (e.g.; Summa), each equipped with a pressure/vacuum gauge (e.g., calibrated regulator, restrictor, etc.). 2. Passive sampler and constant flow rate orifices (e.g., calibrated regulators), with either 1 hour, 8 hour,12 hour, 24 hour; and/or, other timed calibration may be required for canisters. Specific constant flow rate orifices required will be identified in the tasking document. 3.When requested, T- valves for collecting duplicate or split samples shall be provided by the laboratory for the number-specified, by request/project; and shipped along with the certified cleaned (certification certificates included) with canister shipment. 4. All canisters shall be cleaned and certified to SCAN; and/or, SIMlevels, dependent on project analytical requirements. Passive sampler, flow rate orifices; a?nd/or T-valves shall be cleaned according to manufacturer's recommendations/specifications. 5. Copies of canisters' cleanliness certifications shall be provided with each canister when shipped to the designated sampling contacts or Government. E. Sample Delivery Group (SDG) for the Task Order (definition): 1. A case consists of one or more SDG(s). An SDG is defined by the following, whichever is more frequent: ?Each Case of field samples within a case; or ?Each 20 field samples within a case; or ?Each 7 calendar day period during which field samples in a Case are received (said period beginning with receipt of the first sample in the SDG); or ?No more than 20 samples per SDG. 2. Each sample received by the laboratory shall be labeled with an EPA Sample Number, and accompanied by a Traffic Report/Chain of Custody (TR/COC) bearing the sample number and descriptive information regarding the sample. 3. For EPA reporting purposes, the SDG name shall be designated by the first EPA sample number ID in the SDG. For example if the laboratory receives 10 samples and the first sample number in the SDG is B0001, the SDG name/designation shall be "SDG B0001" F. Samples shall be analyzed for all compounds, or a subset of the compounds, listed in Table 1, by the method prescribed below. Required compound list shall be designated at the time of each individual project request. The quantitation limits listed below are the Region 3 requirements for analysis by both the T0-15 SCAN method and analysis by Gas Chromatography/Mass Spectrometry {GC/MS) SIM method (subset list of compounds). It is anticipated that approximately 25-50% of all samples analyzed will require analysis by the SIM method. On occasion, the project shall require reporting of compounds not listed in the attached list in Table 1. For these projects, the compounds shall be reported as Tentatively Identified Compounds (TICs). If the Contractor Laboratory has available a standard for the TIC(s); then, the Region may request a quantitative analysis be performed including relative QC for the specific compound(s) initially identified as TICs. The Laboratory shall report up to twenty (2d) compounds that are greater than 10% of the nearest internal standard. 2. Concentration Levels: Some sites with high concentrations of VOCs, shall require dilutions. The dilutions to be performed shall fall within the calibration range as close to mid-range as possible. If it is known that samples may have high concentrations, then it will be communicated at the time of scheduling.
