Description
SOURCES SOUGHT NOTICE for Firm Fixed Price Indefinite Delivery Indefinite Quantity (IDIQ) to support execution of small construction contract for the maintenance, renovation, and alteration of petroleum, oil, lubricants (POL) related structures for the U.S. Army Engineer District, Alaska in various locations in Alaska (primarily), but also potentially throughout the US Pacific Command (USPACOM) Area of Responsibility (AOR). This is a SOURCES SOUGHT NOTICE published for the purpose of obtaining market research only. PROPOSALS are NOT requested and will NOT be accepted under this notice. The intent of this notice is to assess industry's small business concerns, including 8(a), Small Disadvantaged Business (SDB), Historically Underutilized Business Zone (HUBZone) and Service-Disabled Veteran-Owned Small Business (SDVOSB), Woman Owned Small Business (WOSB), capability and interest in performing this requirement. The intent of this notice is to also investigate contractor's ability to obtain bonding for Task Orders valued in the range of $50,000 and $5 Million. The anticipated North American Industry Classification System (NAICS) code for this program is 237120 (Oil and Gas Pipeline and Related Structures Construction), Commercial and Institutional Building Construction and a Business Size Standard of $36.5 Million. It is anticipated that this requirement for the Alaska District can be met through the use of a Firm-Fixed Price Indefinite Delivery Indefinite Quantity (IDIQ) contract. DESCRIPTION OF WORK: Typical types of services to be provided may include projects primarily involved in the maintenance, repair, upgrade, or alteration of existing POL storage facilities, distribution systems, and POL support facilities. In addition to furnishing construction services, work could include design services, such as, preparation of plans, specifications, design analysis, and cost estimates for construction for repair/renovation, minor new construction projects, or engineering studies and production of AutoCAD formatted drawings for estimating. Renovations might include fuel containment, transport, delivery, storage, and dispensing systems as well as conversion of fuel type. Services incidental to the overall project may also require inspections such as API 653 tank inspection, piping system evaluation in accordance with API 570, pipe stress analysis, hydraulic and dynamic transient surge analysis, pressure testing, and internal pipeline inspection services and other miscellaneous, related inspections. Projects may include but are not be limited to: Above and below ground storage tanks, hydrant systems, fuel distribution pump houses, truck fill stands, piping, valves, trenching, primary and secondary spill containment, SCADA systems, and pipeline/tank leak detection systems. Project sites will be located primarily, but not necessarily exclusively, on military installations, both local and remote, in arctic, subarctic, or tropical conditions. CONTRACT INFORMATION: This Indefinite Delivery contract is being procured in accordance with FAR Subpart 36. North American Industrial Classification System code is 237120 (Oil and Gas Pipeline and Related Structures Construction), which has a size standard of $36.5 Million in average annual receipts. This announcement is a TOTAL SMALL BUSINESS SET-ASIDE. Please indicate any other type of category your company falls into, including Woman Owned Small Business (WOSB), 8(a), Small Disadvantaged Business (SDB), Historically Underutilized Business Zone (HUBZone) and Service-Disabled Veteran-Owned Small Business (SDVOSB). All Small Business concerns having the capabilities to perform these types of task orders are encouraged to respond. The District anticipates awarding only one Indefinite Delivery Indefinite Quantity Type (IDIQ) contract for this requirement. The period of performance will include a 3-year base period and two (2) one-year optional periods with a total term to not to exceed five years. The solicitation will define task order procedures and the minimum guaranteed amount. The combined Alaska District program need is anticipated to be approximately $30 Million over a five year period. It is anticipated that the majority of the Task Orders awarded under this IDIQ will range in value from $50,000 to $2,500,000. However, there will be no individual task order limit other than the capacity limit of the contract. The requirement for the submission of both performance and payment bonds, in an amount equal to 100% of the award price will be required for most, if not all, individual Task Orders in accordance with FAR 52.228-15; therefore, the successful firm must have the capability to acquire such bonding. The Davis-Bacon Act will apply. As part of your submission, please provide evidence of your bonding capacity as most, if not all, Task Orders will require payment and performance bonds. Describe experience working projects that were, or would be, covered by NAICS code 237120 within the state of Alaska and/or in other arctic/subarctic climates and in tropical/subtropical climates. Responses will be considered in the development of the acquisition strategy to support this requirement. Be advised that this requirement may be canceled or revised at any time during solicitation, selection, evaluation, negotiation, and award. In addition, no projects are yet authorized and no funds are presently available for this requirement. To be eligible for contract award, a firm must be registered in the Government's System for Award Management (SAM) website: https://www.sam.gov/portal/SAM/#1 Failure to respond to this market research survey will NOT preclude a firm from participating in the resulting solicitation; HOWEVER, responses received will influence final acquisition procedures used to fulfill this requirement.
