- DTRA FBO_NST Training support questions_11532_13230 DTRA FBO_Treaty Training Support Course Descriptions_11532_13230 DTRA_FBO_Treaty Training Support SOW DRAFT_11532-13230 This is a Sources Sought notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The Defense Threat Reduction Agency (DTRA) is seeking to identify organizations/institutions/companies capable of supporting the New Strategic Arms Reduction Treaty (START) and the Treaty Training Logistics and Administration Support program of the On-Site Inspection Department. This program encourages the collaboration of individuals currently able to provide services required for presentation of treaty or mission-related training courses, seminars, and meetings. Training may include language, military or civilian training, and may include course presentation, instruction, development or revision. Services may be technical, administrative or general support services (facilities, equipment, materials, etc.). Respondants to this notice must be able to demonstrate the capability to provide instructors that possess in-depth experience with or expertise in negotiating and implementing bilateral arms control agreements and treaties, to include personal experience and expertise gained while participating on inspection and escort missions and/or attending various arms control meetings, conferences or symposiums. This is not a request for competitive proposals; however, interested parties should respond in writing with a statement of capabilities package. It is requestd that interested businesses having the capabilities necessary to meet or exceed all aspects of the effort as described in the attached DRAFT Statement of Work (SOW), submit to the contract specialist a statement of capabilities package (no more than 10 pages in length, single-spaced, 12 point font minimum) demonstrating the ability to perform the services listed above. A one-page cover letter must be provided with each submission with the following information: Company Name and Address, Company Business Size and Business Size Status, Point of Contact Name, Phone Number, and Email Address. All responses must be submitted no later than (NLT) 12:00 PM, Eastern Standard Time on Friday, November 21, 2014. DTRA will evaluate all submissions that comply with the submission instructions using the following criteria: breadth, depth, and relevancy of experience as it relates to the work described above and in the DRAFT SOW. All questions pertaining to this announcement must be submitted in writing to Mr. Chad Roney, Contract Specialist, at Chad.Roney@dtra.mil. This notice does not obligate the United States Government (USG) to award a contract or otherwise pay for the information provided in the response.
