- Sources Sought Synopsis: This RFI is for market research purposes only. Responses to this Request for Information (RFI) are not considered offers and cannot be accepted by the Government to form a binding contract. Respondents shall not submit any proprietary information when responding to this RFI. Respondents shall also note that the Government will not return any information submitted in response to this RFI. The Government is not responsible for any costs incurred by respondents regarding any responses to this RFI. Respondents shall submit capability statements that clearly define the company's ability to provide the services stated in this RFI. This requirement is for daily bus cleaning services necessary to clean approximately 6-8 MCI Passenger buses and large vehicles. The Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform exterior cleaning, interior floors and restrooms to include dumping and flushing restroom holding tanks of the MCI passenger buses coach buses as defined in this Performance Work Statement (PWS). Prospective vendors must be located within a thirty (30) miles radius from Fort McNair, Washington, D.C. THIS RFI IS NOT A REQUEST FOR PROPOSAL. It is a market research tool (FAR Part 10) being used to determine potential large and small business firms capable of providing the supply and/or services described herein prior to determining the method of acquisition for Bus Wash Services. The NAICS contemplated for this requirement is 811192 with a size standard of $7.5 Million. The Contract Type is anticipated to be Firm Fixed Price. SUBMITTAL INFORMATION: Please provide a capability statement addressing your company's ability to provide the services required above. Include only general capabilities relative to the requirement as this is not a solicitation and no responses will be considered as proposals. Please provide responses in writing no later than 3:00 p.m. Eastern Time, 13 November 2014. All responses must include the following information: Company Name; Company Address; Company Business Size; CAGE Code and Point-of-contact (POC) name, phone number, and e-mail address. Performance Work Statement 1. GENERAL: This service is to provide exterior and interior cleaning services for approximately 6-8 MCI Passenger buses and large vehicles on an as-needed basis. The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government. 1.1 Description of Services/Introduction: Contractor shall provide daily bus cleaning services necessary to clean approximately 6-8 MCI Passenger buses and large vehicles. The Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items necessary to perform exterior cleaning, interior floors and restrooms to include dumping and flushing restroom holding tanks of the MCI passenger buses coach buses as defined in this Performance Work Statement (PWS). The government reserves the right to add or remove vehicles to the daily cleaning schedule as necessary. 1.2 Background: The United States Army Band (TUSAB), The Old Guard (TOG), and MDW HQ perform numerous ceremonies throughout the National Capital Region. Both entities are Army Ceremonial Units. The appearance of the US Army and the ceremonial units are above reproach. Their main modes of transportation are by MCI coach buses. They need to be cleaned and serviced often. The interior, exterior, and lavatory tank flushing are the services needed to maintain on an as-needed basis. 1.3 Objectives: The purpose of the RFI is to secure a qualified contractor to provide timely sanitary, safe daily bus cleaning services that meets or exceeds the government acceptable quality level needs 1.4 Scope: Contractor shall provide safe, sufficient, and sanitary service to the MCI Passenger coaches and large vehicles of the US Army. Exterior cleaning shall be completed using manufacturer approved cleansing materials. Sweep and wet mop the interior of each, passenger coach bus listed to include the restrooms with manufacturer approved cleansing.
