Description
1. The U.S. Army, Army Contracting Command New Jersey, on behalf of the Office of the Program Manager, Close Combat Systems, (PM-CCS) Picatinny Arsenal, NJ are currently seeking sources that have a mature (technology readiness level 7 or higher) shock tube initiation (STI) device that can be used with the Remote Activation Munition System (RAMS) to initiate in-line shock tube and are capable of manufacturing and supplying this system. 2. RAMS is a small, lightweight, man-portable wireless initiation system capable of initiating demolition items and munitions in all geographical areas, weather conditions, and hostile battlefield conditions which may include smoke, dust and Nuclear, Biological, and Chemical (NBC) attack. 3. Respondents to this market survey should provide information as to whether their shock tube initiation device meets the follow requirements and capabilities. The shock tube initiation device shall have a system reliability requirement of 90% (90% confidence) or higher. The shock tube initiation device shall interface with the RAMS Receiver (electric output) and all U.S. Military shock tube (Army and Navy) with an in-line primer to allow initiation of the in-line shock tube. The shock tube initiation device shall have no internal or stored energy (including spring energy) and shall receive all required energy to operate from the RAMS receiver. The shock tube initiation device shall have a manually operated redundant mechanical safety between the firing pin and the in-line-initiator. The shock tube initiation device shall be durable, reusable and act as its own trainers. The shock tube initiation device shall not weigh more than 1.25 lbs and shall fit into the cargo pocket of the Army Combat Uniform trouser, not exceeding 5.5 inches in any one dimension or have volume greater than 31 cubic inches. The shock tube initiation device shall be fully functional after exposure to 5 feet of salt water for a period of 60 minutes. 4. The shock tube initiation device, when used with the RAMS system, will eliminate or minimize any safety risks to an acceptable level for operators in accordance with applicable system safety design standards. The shock tube initiation device will not create a safety hazard to Soldiers through transportation, emplacement, priming, activation, recovery, or storage. 5. The shock tube initiation device should be rugged enough to withstand the rigors of combat operations. Respondents should identify whether their shock tube initiation device has a design that would meet/would not meet and has been tested to the following Department of Defense standards and International Test Operations Procedures. A respondent to this market survey must have available the technical and support personnel skills as well as the production facilities to manufacture, produce, inspect/test and package the quantities required. Interested companies who feel they have the necessary technical and support personnel skills as well as the production facilities to manufacture, produce, inspect/test and package this item should respond by providing the government the following information; a brief summary of the company's technical and support personnel skills as well as its production facilities to manufacture, produce, inspect/test and package this item. Brief description of related manufacturing experience; estimated minimum and maximum monthly process rates/quantities for production, inspection, assembly, test and package, the associated prices and the minimum procurement quantity (MPQ) required for production. This market survey is for information and planning purposes only, it does not constitute a Request for Proposal (RFP), and is not to be construed as a commitment by the U.S. Government. The U.S. Government implies no intention or opportunity to acquire funding to support current or future efforts. If a formal solicitation is generated at a later date, a solicitation notice will be published. No award will be made as a result of this market survey. The Government reserves the right to reject, in whole or in part, any private sector input as a result of this market survey. The Government is not obligated to notify respondents of the results of this survey.
