Description
NSN 4910-01-619-4329, Maintenance Kit, Vehicular. The required quantity is 2100 KT with a 100% quantity option to be shipped to DODAAC W25G1U DDSP NEW CUMBERLAND FACILITY, 2001 NORMANDY DRIVE DOOR 113 TO 134, NEW CUMBERLAND PA 17070-5002. Anticipated delivery schedule is 95 days ARO. FOB Origin (First Destination Transportation applies) and Inspection and Acceptance at Destination are required. This material has been determined to be commercially available and the Government is using the policies and procedures outlined in FAR Subpart 13.5 Test Program For certain Commercial Items. The solicitation will be available for download on the DLA Internet Bid Board System (DIBBS) at https://www.dibbs.dla.bsm.mil/RFP/ on or about 11/10/2014; however, ***DIBBS quotations are not acceptable for this solicitation.*** Quotes must be submitted on hard copy of the RFQ and either faxed to the attention of Philip MacLean at 614-693-1573, or scanned and emailed to philip.maclean@dla.mil. Note: Though this is an RFQ, the solicitation can only be found by searching the RFP/IFB Database in DIBBS. All responsible sources may submit an offer/quote which shall be considered. The proposed contract is Unrestricted. One or more of the items under this solicitation may be subject to Agreement on Goernment Procurement approved and implemented in the United States by the Trade Agreements Act of 1979. All offers shall be in the English language and in U.S. Dollars. All interested suppliers may submit an offer. The Small Business Size Standard is 1000 employees. The proposed procurement is for 2100 kits and contains a 100% quantity option which may be exercised concurrent with award or within the full option period at the discretion of the Government. Specifications, plans, or drawings related to the procurement described are not available and cannot be furnished by the Government. This acquisition is for supplies for which the Government does not possess complete, unrestrictive technical data; therefore, the Government intends to solicit and contract with only approved sources under the authority of 10 U.S.C. 2304(c)(1). While price may be a significant factor in the evaluation of offers, quotations will be evaluated according to "best value" procedures on the basis of Price, Past Performance, and Delivery. The Contracting officer may utilize on-line Reverse Auctioning as a means of conducting price discussions under the solicitation. During the course of the on-line auction, offerors' prices will be publicly disclosed to other offerors and anyone else having access to the on-line auction. This public disclosure is anonymous, meaning that each offeror's identity will be concealed from other offerors (although it will be known to the Government), and only generic identifiers will be used publicly for each offeror's pricing (e.g., "Offeror A"). By submitting an offer in response to this solicitation, offerors agree to participate in the Reverse Auction and that their prices may be publicly disclosed, including to other offerors, during the Reverse Auction. An offeror's final auction price will be considered its final revision. No price revisions will be accepted after the close of the Reverse Auction, unless the Contracting Officer decides that further discussions are needed and final revisions are again requested.
