- The Transportation Security Administration (TSA) issues this special notice concerning FBO postings HSTS04-11-R-CT1091 (i), HSTS04-11-R-CT1090 (ii) and HSTS04-09-R-ST2180 (iii) to notify vendors of the process to close the testing window for new entrants into the Explosive Detection System (EDS) Qualified Products List (QPL) until further notice from TSA. During the 2015 through 2017 timeframe, TSA plans to purchase fewer than ten (10) Reduced Size EDS per year, fewer than eighty (80) Medium Speed EDS per year, and fewer than five (5) High Speed EDS per year. All vendors who desire the opportunity to have a Reduced Size, Medium Speed or High Speed EDS added to the current QPL must submit a compliant qualification data package (QDP) to enter into TSA Qualification testing to TSA for review by January 2, 2015. The QDP must be submitted in accordance with the submission requirements listed below, the Qualification Management Plan Version 2.1.2, and DID-001. In the event that the TSA determines the vendor's QDP to be deficient, the vendor will have one opportunity to revise the QDP. The revised QDP must be submitted to TSA within 15 calendar days of receipt of TSA's comments. Vendors that fail to meet these requirements will be removed from consideration under the current QPL. Vendors currently participating in the EDS Competitive Procurement QPL process are subject to the 3rd party testing model (See FBO announcement Solicitation number: HSTS04-14-OSC-3rd_Party_Testing_Model for more information (iv)). Effective July 1, 2014, systems encountering a significant failure during formal TSA Qualification Testing, with the exception of detection testing, will be temporarily suspended from further TSA testing until sufficient data is provided from a third-party test entity attesting the failed requirement(s) have been met. 3rd Party Test (TPT) Data shall be provided no later than 6 months from the date the contractor is notified of the significant failure. A second failure of TSA qualification testing after the acceptance of TPT data and re-test by the Government will result in removal from TSA Qualification Testing. Vendors currently participating in EDS detection certification activities at the Transportation Security Laboratory are reminded that detection standard version 7.2 will become effective January 1, 2015 for EDS; therefore, starting January 1, 2015, all EDS submitted for certification testing must be compliant with the revised detection standard (See FBO announcement Solicitation number HSTS04-14-X-AA14STD114 Update: TSA Explosive Detection System (EDS) Performance Requirements (v)).
