- SOURCES SOUGHT NOTICE The National Institute of Standards and Technology (NIST) is issuing this sources sought synopsis as a means of conducting market research to identify parties having an interest in and the resources to support the requirement for Roll-Up Doors. The result of this market research will contribute to determining the method of procurement. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 238290. THIS IS A SOURCES SOUGHT SYNOPSIS FOR SMALL BUSINESS ONLY. This is not a request for offers or proposals and this notice does not represent a commitment by the Government to issue a solicitation or award a contract. The Government is not obligated to and will not pay for information received as a result of this announcement. No reimbursement will be made for any costs associated with providing information in response to this announcement and any follow-up information requests. Requests for a solicitation will not receive a response. Respondents will not be notified of the results of the evaluation. All information submitted in response to this announcement must arrive on or before the closing date. The objective of this synopsis is to determine if there are small business firms in the marketplace to replace aging roll up doors, complete with electrified motors and controls. New roll up doors must remain electrified and insulated. The roll-up doors are of various dimensions and heights. Interested firms shall respond with the following information: (1) Over the past 48 months, the firm has replaced at least six roll up doors of at least 10 feet wide and at least 9 ft tall on six separate contracts or less. All of the roll up doors shall have been electrified. For each door list the dimensions and indicate if it if was electrified or not. (2) Provide the name of the owner (not a general contractor) for each of the roll up doors identified in paragraph #1. In addition, provide name, email address and telephone number. (3) For each contract identified in paragraph #1 - indicate in the affirmative or in the negative if the contract was completed within the contract period of performance. (4) Proof of CURRENT insurance Experience Modification Rating (EMR) of 1.0 or less from the National Council on Compensation Insurance (NCCI) or its calculating State Agency. An offeror that is a Joint Venture shall demonstrate that the CURRENT EMR of each of its constituent members are 1.0 or less. If not eligible for NCCI rating, then the offeror must explain why and present other proof from their insurance company (on Insurance Company letter head). (5) Identify whether your firm is an 8(a), Small Disadvantaged Business, Women-Owned Small Business, HUBZone Small Business, Service Disabled Veteran-Owned Business, or Veteran-Owned Small Business. (For additional information on small business concerns visit www.sba.gov) (6) All respondents must register in SAM at http://www.sam.gov, additional information on NAICS codes can be found at www.sba.gov. This notice seeks only those sources under North American Industrial Classification System (NAICS) code 238290 Commercial and Institutional Building Construction. The small business size standard for NAICS code 238290 is $15,000,000.00 ($15M). Each response shall be reviewed by the Contracting Officer for the purpose of determining whether there exists reasonable expectation of obtaining a sufficient number of offers from responsible small businesses that are competitive in terms of market prices, quality, and delivery. A determination not to compete a proposed procurement based upon responses to this notice is solely within the discretion of the Government. All information furnished to the Government in response to this notice will be used for review purposes only. In any Joint Venture or teaming arrangement the Lead Contractual firm must qualify as a Small Business in accordance with NAICS code 238290 in order to be considered under this Sources Sought Notice. All respondents are reminded of FAR clause 52.219-14(b)(1) - Limitations on Subcontracting. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions.
