Description
The United States Environmental Protection Agency (EPA), Cincinnati Procurement Operations Division (CPOD) intends to negotiate on a sole source basis, under the authority of 41 U.S.C. 253(c)(1)-FAR Part 13.106-1(b)(1)(i) with Los Gatos Research, Inc to purchase an Ultraportable Greenhouse Gas (GHG) Analyzer. EPA has identified Los Gatos Research, Inc. as the only contractor able to meet the requirements of this procurement. The nature of this acquisition reqires a contractor that possesses the unique capability of delivering an ultraportable analyzer that can make simultaneous measurements of carbon dioxide (CO2), methane (CH4), and water (H2O) concentrations in gas samples. The unit must be equipped with an integrated pump and multiport inlet controlled via the instrument software that can be used to feed a minimum of four (4) gas sources into the instrument. These features allow for the simultaneous determination of GHG emissions rates from up to four (4) chambers. The instrument must be lightweight (<=15kg) so that it can be transported by one person in remote field locations. The instrument must include a battery and a charger enclosed in a case (combined weight <9kg) that can be used to power the instrument without use of an external power inverter for at least 6.5 hour s in remote locations where AC power is not available. The instrument shall be maintainable by field personnel, including the ability to change gas line filters and clean cavity mirrors, without the need to return the instrument to the manufacturer. The unit shall be equipped with a wireless user interface (ie. tablet and Wi-Fi Router) that can be used to view the CO2, CH4, and H20 concentration measurements in real-time without the need for additional cables. The unit shall be capable of storing large quantities of data on an internal solid state hard drive with a minimum capacity of 64 GB. Data shall be accessible via several methods including analog, Ethernet and USB data outputs. The instrument shall meet the following minimum technical specifications: 0.01-1 Hz measurement rate; CH4 measurement range: 0.01-100,000 ppm; CH4 measurement precision of 1σ of 2 ppb over 5 seconds and 0.6 ppb over 100 sec.; water measurement range: 7,000-70,000 ppm; water measurement precision of 1σ of 200 ppm over 5 seconds and 60 ppm over 100 sec.; CO2 measurement range of 200-20,000 ppm; CO2 measurement precision of 1σ of 300 ppb over 5 seconds and 100 ppb over 100 sec.; and a three year warranty. Los Gatos Research, Inc. is the only company that designs, builds, and markets Ultraportable Greenhouse Gas Analyzers that will meet our minimum specifications based on the market survey we conducted. Any firm that is capable of meeting EPA's requirement as set forth above may submit a response; which, if received within fifteen (15) calendar days of the date of this announcement, will be reviewed for consideration. A determination not to compete the described requirement based upon responses to this notice is solely within the discretion of the Government. One or more of the items under this acquisition is subject to Free Trade Agreements. EPA anticipates that award will be made by December 5, 2014.
