- This is not a request for quote; this is a notice of the government's intent to award a firm fixed price contract on a sole source basis to Thurgood Marshall College Fund (TMCF), 901 F ST NW Ste 300, Washington DC 20004. Pursuant to FAR PART 13.106-1 (b) "Soliciting from One Source," Washington Headquarters Service, Acquisition Directorate intends to award a sole contract as a means for DoD to increase its minority outreach efforts through visibility within communities that support the professional development and advancement of minorities in the federal government and DoD. DoD's engagement will be maximized through a partnership with TMCF and will include the benefits such as: Advertising Engagement - Access to TMCF and its associated students, and partner representatives. - Attendance at VIP functions to build influencer base for students and HBCUs - Recognized as key supporting sponsor during events - DoD branding on website, program and distributed material - Opportunity to distribute Information to conference participants - Full page four-color ad in TMCF conference program - Key visibility for DoD representatives during 2014 conference - DoD recognition as a sponsor in all conference materials - High profile exposure on-site including onsite signage - Exhibit table for DoD one-on-one mentoring coaching sessions Strategic Engagement - Speaking role for mid-level DoD speaker during Sister to Sister Workshop - Speaking role for senior level DoD speaker during Brother-to-Brother Workshop - Workshop opportunity to discuss personal branding and DoD student opportunities Access Engagement - Speaking role and resume review for mid-level DoD speaker during career fair - Access to two primary target markets of potential applicants and influencers for the purpose of 1) strategic engagement to identify, attract, and recruit from a broad talent pool and; 2) career development and mentoring to retain top minority talent from across the Total Force. - Panel speaker during the Student workshops. DoD shall provide the following deliverables to TMCF: - Active engagement of senior and mid-level DoD speakers during events and meetings - Lead DoD workshops focused on Diversity throughout the Twenty-First Century - Exhibit booth representatives during the career fair This Notice of Intent is not a request for competitive quotations; however, interested parties may identify their interests and capabilities to respond to this requirement by 10:00 AM, EST on 10 November 2014 by email to kaitlin.f.lockett.civ@mail.mil. A determination by the Government not to compete the contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
