Sources Sought: Protestant Services Solicitation Number: W9124R15T0104 Response Due Date: 4 November 2014 at 12:00 PM (NOON) MST Synopsis: The Mission and Installation Contracting Command (MICC) - Yuma Proving Ground (USAYPG) is seeking to identify companies interested and capable of providing Protestant Services at the United States Army Yuma Proving Ground (USAYPG), Arizona in accordance with the attached draft Performance Work Statement which is subject to change. This notice is for market research and planning purposes only and shall NOT be construed as a solicitation or as an obligation on the part of the Government. Responses to the sources sought will not be considered as proposals, nor will any award be made as a result of this query. The MICC-YPG will NOT be responsible for any costs incurred by interested parties in responding to this sources sought. Should a future solicitation evolve from this preliminary planning process, it is anticipated that the requirement will be for a firm fixed price contract type with a one-year base period from 1 December 2014 through 30 November 2015. Information Sought: (1) Identify all socio-economic categories (e.g. small business, veteran-owned small business, service-disabled veteran-owned small business, HUBZone small business, small disadvantaged business, women-owned small business, and small business 8(a) program) that apply to your company under North American Industry Classification System (NAICS) code 813110 Religious Organizations with a size standard of $7.5 Million. (2) Other than NAICS code 813110, if your company recommends a different NAICS code as more appropriate for the services described herein, please identify that code and include the rationale for your recommendation. (3) Does your company regularly engage in the business of providing Protestant Services? If so, identify the same or similar services your company has provided within the last three years that are similar in nature. Identify the contract type, dollar value, and the period of performance. (4) Document your company's ability to provide the required Protestant Services in accordance with the draft Performance Work Statement. Provide adequate documentation and/or information to enable the Government to determine technical acceptance. (5) What risks (cost, schedule, performance/technical) are associated in the performance of this requirement? How would your company minimize these risks? Please include your rationale. (6) Are the Protestant Services customarily sold in the commercial marketplace using standard commercial practices, or are the services exclusively for government purposes? (7) Can the potential requirement or draft Performance Work Statement be altered to promote competition? Identify your recommendation and include your rationale. (8) Please identify what, if any, subcontracting opportunities exists for the contemplated Protestant Services. Is your company interested in proposing on this effort as a prime or sub contractor? If your interest is to propose as a prime contractor, what specific portions and percentages of the functions described above would you elect to subcontract? What percentage of the total contract effort does your organization normally subcontract? (9) Is your company registered in System for Award Management (SAM)? The MICC-YPG does not intend to award a contract on the basis of responses, nor otherwise pay for the preparation of any information submitted, nor will respondents be notified of the MICC-YPG review of the information received. The information obtained from this sources sought will be utilized as market research purposes. This Sources Sought Synopsis is issued for maximizing competition. Should anything in the requirement be construed as limiting competition, please feel free to contact the MICC Special Competition Advocate (SCA) at dean.m.carsello.civ@mail.mil. Interested sources shall provide all feedback in writing no later than 12:00 PM (NOON) Mountain Standard Time (MST), 4 November 2014.
