- Visit Access Instructions for Time Critical Targeting Industry Day One-on-One Session Registration General Session Registration •1.0. BACKGROUND Advances in mobile ballistic missile technology and the proliferation of them poses a growing threat to U.S., Allied, and partner forces and territory including the homeland. We must stay ahead of this threat, seeking to deter attacks or prevent them before they occur. The ability to deter and defeat these threats protects the United States, reassures our allies and partners, and preserves strategic stability. This Request for Information seeks data on systems to defeat a mobile ballistic missile threat, delaying, degrading and destroying the system, its logistics and command and control elements throughout the threat kill chain from fielding through launch including defeat of missiles in flight. •2.0. DESCRIPTION This is a Request for Information and should not be construed as a solicitation announcement, invitation for bids, request for quotations, or a request for proposals. After attending an industry day, interested capable contractors are invited to schedule a brief one-on-one session to clarify the government's request on information on defeating time critical targets. This RFI is for informational purposes only and is not to be construed as a commitment by the Government to acquire any products or services. The information you provide will be treated only as information for the Government to consider. You will not be entitled to payment for direct or indirect costs that you incur in responding to this RFI. Furthermore, this request does not constitute a solicitation for proposals, or the authority to enter into negotiations to award a contract. No funds have been authorized, appropriated or received for this effort. The information you provide may be used by the Government in developing its acquisition strategy, statement of work/performance work statements and/or statement of objectives. Proprietary information is neither sought nor desired by OUSD AT&L. Interested parties are responsible for adequately marking proprietary, restricted or sensitive information contained in any documentation provided. The government may use third party, non-government (i.e. contractor) support personnel as subject matter experts in the discussion and review of any information submitted. Appropriate non-disclosure agreements will be executed between the third party, non-government support personnel and the government. A submission of any information in response to this RFI constitutes the Respondent's acknowledgement and agreement that the information provided in the response, may be disclosed to these third party, non-government personnel. Eligibility in participating in a future acquisition does not depend upon a response to this notice. 2.0 INDUSTRY DAY ANNOUNCEMENT OUSD/AT&L plans to conduct an Industry Day on 5 November at Scitor Corporation, 12010 Sunset Hills Road, Reston, VA 20190 beginning at 9:00 a.m. EST. All scheduled one-on-one sessions will be held at the same location, beginning at 12:30 p.m. EST. Please arrive early to facilitate the badging process. The purpose of the general industry day session is to discuss defeating time critical targets throughout the entire kill chain from prelaunch to post launch. The one-on-one sessions are intended to be a specific discussion to clarify contractor questions regarding the RFI. Attendance is lim i ted to 3 per company during the morning ses s i o n. The one-on - one s es s i on w i ll be limited to 3 i ndi v i duals per tea m, i nclu d i ng pr i me contractors and teammate s, and w i ll be li m i ted to 15 minutes eac h. Registration for both the general session and the on e - o n - one sessions i s on a fi r s t com e - first served bas i s. Registration will be closed at 12:00 NOON CST on November 3, 2014 or when capacity has been reache d. The entire session will be TS//SI/TK; therefore, anyone attending the ses s i on must have a secu r i ty c l earance at the TS//SI/TK level. Please register to attend the i ndustry ses s i ons using the attached I ndustry Day registration for ms (one form for general session and one form for one-on-one session). Please follow the instructions in the third form attached titled "Visit Access Instructions Reston Scitor" to obtain clearance to the Scitor facility.
