- The Agency for Healthcare Research and Quality (AHRQ), Center for Delivery Organization and Markets (CDOM), intends to procure on a sole-source basis with SK&A Information Services, Inc. of 2601 Main Street, Suite 650 Irvine, California 92614 for census data on office-based physician practices owned by integrated health systems. This acquisition will be processed under FAR Part 12 - Acquisition for Commercial Items and will be made pursuant to the authority in FAR 13.106-1(b)(2) and 13.501-(a)(1) using simplified acquisition procedures for commercial acquisitions. This will be awarded as a firm fixed price type contract. Period of Performance shall be for 12 months. AHRQ seeks to improve the efficiency and value of U.S. health care by understanding how high performing health systems diffuse evidence-based medicine into practice to improve outcomes and reduce costs. AHRQ requires data to conduct intramural research to identify, characterize types of delivery systems and to compare the performance (quality and resource use) across delivery systems. The contractor shall provide measurement and linkages for the census of office-based physician practices, hospitals, nursing homes, and home health agencies owned by integrated health systems in the 50 states and the District of Columbia, including individual physician National Provider Identifier (NPI) linkages to integrated health system names. These data must be already collected by the contractor and not constitute a new information collection as defined under the Paperwork Reduction Act. Database records must be verified by phone at least twice per year. The data shall include current year and historical records from at least December 31, 2010. The data shall include linkages from integrated health system names to: 1) specific physician practices identifiable by physician name, physical address and NPI; and 2) specific hospitals, nursing homes, home health agencies, accountable care organizations, and integrated health systems identifiable by company name, physical address and type of facility (ie, size). The contractor shall provide regular updates to the data on a quarterly basis. SK&A Information Services is the only known source that offers phone-verified data on the census of office-based physicians with linkages from National Provider Identifier (NPI) to integrated health system name, hospitals, nursing homes, home health agencies, and accountable care organizations. As a result, SK&A Information Services is uniquely qualified to provide high quality data on the demographics of physician practices owned by integrated health systems. For the aforementioned reasons, SK&A Information Services is the only known source for this procurement. This notice is not a request for competitive quotation. However, any interested party may submit information or inquiries. Any information furnished must be in writing and must contain material in sufficient detail to allow AHRQ to determine if the party can perform the requirement. Responses must be received in the contracting office by 11:00 AM EST on November 5, 2014. All responses and questions must be submitted in writing via email to Michelle Beatty, Contract Specialist, at Michelle.Beatty@ahrq.hhs.gov. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
