- This announcement is issued in accordance with FAR Subpart 5.2 Synopses of Proposed Contract Actions. The Army Contracting Command -Aberdeen Proving Ground (ACC-APG) intends to solicit and negotiate with only one source under the authority of 6.302-1 - Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The Army intends to solicit and negotiate with DRS ICAS, Cage Code 0CDN3, DUNS 833076883, for the procurement of up to 474 Sierra II Communication Security (COMSEC) Modules Configured for the Joint Tactical Terminal - Integrated Broadcast Service (JTT-IBS) system. The Contractor shall perform administrative, technical, and financial management functions during all phases of the program and shall maintain a status of its effort toward achieving the work. These functions shall include, at a minimum, all technical activities and efforts, problems/deficiencies, impacts and recommended solutions. The Contractor shall furnish the delivery schedule to the Government. The Contractor shall be responsible for purchasing, and delivery of the Sierra-II COMSEC modules. The Sierra-II COMSEC module is being procured for future use in two JTT-IBS Shelf Replaceable Units (SRUs): Receive Crypto Module (RCM), KIR-85, P/N 3412-0001-03-1 and the Transmit Crypto Module (TCM), KIT-10, P/N 3412-0002-03-1. The contractor shall perform quality inspection, sample testing and acceptance of the hardware and software. The Contractor shall follow up with the Sierra-II COMSEC Module supplier regarding any warranty issues found during the production of RCM and TCM SRUs during the warranty period. The Contractor shall log and track the Sierra-II deliverables as CCI Government property while in the Contractor's custody. The Contractor shall pack the equipment IAW MIL-STD-2073-1 and ship the equipment with a DD Form 250 or DD Form 1149. The Contractor shall prepare the contract deliverable hardware for shipment to the specified CONUS Government site for storage. This includes packaging all systems and components and shipment by commercial shipping. All responsible sources may submit a response, which if timely received will be considered by the agency.
