Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This is a Total Small Business Set-Aside in accordance with FAR 19.502-2. The solicitation number for this request for quotations (RFQ) is W913E5-15-T-0001. The associated North American Industry Classification System (NAICS) code is 333415, which has a size standard of 750 employees. The US Army Cold Regions Research and Engineering Laboratory (USACRREL) requires replacement of two (2) existing Carrier Model 30MPW01564-01007 15 TR chiller unit heat pumps with hot gas bypass and bag compressor insulation, 460-3-60. This is an urgent, brand name acquisition in accordance with the authority at FAR 13.106-1(b)(1); see attached brand name justification. The Contractor shall provide all resources necessary to accomplish the tasks as described in the Performance Work Statement (PWS). Please reference the attached RFQ for the PWS, as well as all applicable provisions and clauses. The following factors shall be used to evaluate offers: Technical, Delivery Schedule, and Price. Technical - The following is required to be determined technically acceptable: Contractor's proposal shall include at least five years of company experience and references to show knowledge of successful completion of work. In addition, the proposal shall include employee qualifications and minimum of five years experience in repairing or installing similar equipment. Record & Quality Control Program: The Contractor shall document a quality control program to ensure the requirements of the contract are accomplished. The Contractor shall submit a copy of their quality control program to the KO for evaluation prior to award. This program shall include: 1) A quality control process addressing all services in this contract. 2) A system for identifying and correcting deficiencies in the quality of service before the level of performance becomes unacceptable and/or the Government points out the deficiencies. Contractor shall include in their proposal proof of licenses or certificates, if required, of employees that will be used to perform the work in this contract. All evaluation factors other than price, when combined, are approximately equal to price. The Government reserves the right to award to other than the lowest price if an offer is found technically acceptable and the proposed delivery schedule is more favorable than that of other offerors.
