- PRE-SOLICITATION NOTICE No.: SGE500-15-R-0009 The American Consulate General, Frankfurt provides the following Pre-Solicitation Notice regarding the issuance of a Request for Proposal (RFP) to: Design and Construct a Practical Exercise Training Area (PETA) for the Kazakh Border Guard Service Training Academy located in Almaty, Kazakhstan The Regional Procurement Support Office in Frankfurt, Germany, intends to issue a Firm Fixed-Price Construction Type Contract during the first quarter of calendar year 2015. This PETA Project includes, but is not limited to: • Seven (7) buildings with associated infrastructure: Two-story administrative building, which includes an administrative area for offices, and an open area for passenger processing: baggage checks and screening, and a passport control booth, an instructor office, a training classroom, an executive dining room, a storage room for training materials and tools; Armed Sentry Booth (Entry Point#1); Armed Sentry Booth (Entry Point#2); Passport Control Booth; Customs Control Booth; Veterinarian, Sanitarian, and Plant Quarantine Control Facility; Outdoor Toilet • Chain Link Dog Run (shelter for temporary accommodation of dog) • Drill Square • Vehicle Processing Area • Parking Area where the physical inspection (secondary inspection) of vehicles will be performed in inclement weather • Vehicle Inspection Platform where a vehicle roof inspection will be performed on cargo vehicles The price range for this project is between $500,000.00 and $1,000,000.00 U.S. Dollars for the entire project. Proposals will be due in January, 2015, and it is intended to award the contract shortly thereafter. A Pre-Proposal Conference and Site Visit is planned to be held at the Kazakh Border Guard Service Training Academy, Republic of Kazakhstan, on Wednesday, December 3, 2014 at 10:00AM. Companies interested in the solicitation and intend to participate in the Pre-Proposal Conference, should express their interest by written correspondence, AS QUICKLY AS POSSIBLE BUT NO LATER THAN Thursday, November 13, 2014, to email address: macdougallm@state,gov, and MUST include the following information: Name of Firm, Telephone and Email Address of Point of Contact and Complete Physical and Mailing Address of Firm, the names of those attending the conference, limited number of two persons per company, including a copy of each attendee's passport. Firms shall be knowledgeable in written and spoken English and possess all appropriate permits and licenses to perform construction work in the Republic of Kazakhstan. Solicitation and award will be subject to the laws and regulations of the United States of America and is being competed utilizing full and open competition procedures. APPLICATION FOR SOLICITATION DOCUMENTATION CHECK LIST In checking the boxes of this check listing, you are acknowledging that your company is able to reach compliance with the following highlighted requirements included in the solicitation. Business Licenses to Work in Foreign Country: In accordance with DOSAR 652.242-73 AUTHORIZATION AND PERFORMANCE (AUG 1999) you will be required to provide written certification that authorization to operate and do business in Kazakhstan, has been obtained. You will be required to provide information that clearly shows you are able to work in the country of Kazakhstan. Any entry or work visa issues must be required to be clearly discussed with a plan to mitigate any risk clearly identified. Irrevocable Letters of Credit (ILOC): You shall show by way of a letter from a financial institution that your company will be provided with ILOCs totaling 20% of the value of the contract. The amounts being approved by your bank will need to be written into the documentary proof.
