- THIS IS NOT A FORMAL REQUEST FOR PROPOSAL (RFP) AND DOES NOT COMMIT THE NATIONAL INSTITUTE OF STANDARDS AND TECHNOLOGY (NIST) TO AWARD A CONTRACT. This is a SOURCES SOUGHT NOTICE to determine the availability of Small Businesses (e.g., 8(a), Service-disabled veteran owned small business, HUBZone small business, Small disadvantaged business, Veteran-owned small business, and Women-owned small business) under NAICS Code, 238290, size standard $15,000,000.00 that have the capability, experience, and expert knowledge to replace aging elevator equipment with new elevator equipment. DESCRIPTION/SCOPE/OBJECTIVE The objective of this acquisition is to determine if there are firms in the marketplace who replace aging elevator equipment with non-proprietary elevator equipment. Non-proprietary elevator equipment shall mean that the equipment is universally maintainable, universally serviceable, no proprietary software and service tools are needed for installation or maintenance. NIST has a combination of hydraulic and traction steel elevators. It is anticipated over the next several years, NIST will replace up to 10 elevators with modern elevator equipment. Doors, controllers, hallway call buttons, and related equipment will be replaced. For hydraulic elevators the pistons are replaced. NIST maintains its own non-proprietary elevators. Requirements for Responding to this Sources Sought: In 20 pages or less excluding business information an interested capable construction service contractor shall respond to this SSA by submitting a Capability Statement. At a minimum, the statement shall include the following: 1. Over the past 60 months, the firm has replaced at least four elevator controllers on four separate contracts. All of the controllers shall have been non-proprietary elevator controllers. Provide the manufacturer's name and model type of each elevator controller on each contract. 2. Provide the name of the owner (not a general contractor) for each of the elevators identified in paragraph #1. In addition, provide email address and telephone number. 3. For each contract identified in paragraph #1 - indicate in the affirmative or in the negative if the contract was completed within the contract period of performance. 4. Proof of its CURRENT insurance Experience Modification Rating (EMR) of 1.0 or less from the National Council on Compensation Insurance (NCCI) or its calculating State Agency. An offeror that is a Joint Venture shall demonstrate that the CURRENT EMR of each of its constituent members are 1.0 or less. If not eligible for NCCI rating, then the offeror must explain why and present other proof from their insurance company. 5. Type/Size of company, NAICS code, and Social Economic status, as validated via the Central Contractor Registration (CCR). 6. All offerors must register on the CCR located at http://www.sam.gov, additional information on NAICS codes can be found at www.sba.gov. 7. Statement of Bonding Capacity. The synopsis is for information and planning purposes and is not to be construed as a commitment by the Government. This is not a solicitation announcement for proposals, and no contract will be awarded from this announcement. No reimbursement will be made for any costs associated with providing information in response to this announcement and any follow-up information requests. Respondents will not be notified of the results of the evaluation. All information submitted in response to this announcement must arrive on or before the closing date.
