- Introduction This is a REQUEST FOR INFORMATION (RFI) ONLY. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Requests for a solicitation will not receive a response. Responses to this RFI must be in writing. The purpose of this RFI announcement is for market research to make appropriate acquisition decisions and to gain knowledge for budgetary planning. Documentation of technical expertise must be presented in sufficient detail for the Government to determine that your company possesses the necessary functional area expertise and experience to compete for this acquisition. Responses to this notice shall include the following: (a) company name (b) address (c) point of contact (d) phone, fax, and email (e) DUNS number (f) Cage Code (g) Tax ID Number and Small Business Status (SDVOSB/VOSB/8A/HubZone/Minority Owned/etc) (h) must provide a capability statement that addresses the organizations qualifications and ability to perform as a contractor for the Survey Software Cloud-Hosted Measurement and Evaluation Unite (MEU) described below: The contractor shall provide, and maintain an evaluation system that will support the achievement of EES goals related to business results and supporting the EES mission of providing dynamic learning toward the development and sustainment of a high-performance VHA workforce. "Data stovepipes" must be avoided. Data access must be fast, easy and efficient. Access to valid and reliable tools for the analysis of data is critical in demonstrating the value of training and development investments. System must support regular reporting intervals as well as further analysis when needed. Data elements collected will change based on the specific surveys. "VA Handbook 6500.6, "Contract Security," March 12, 2010 "5 U.S.C. § 552a, as amended, "The Privacy Act of 1974 "44 U.S.C. § 3541, "Federal Information Security Management Act (FISMA) of 2002 "VA Directive 6517 "Cloud Computing Services" February 28, 2012 Mandatory Tasks and Deliverables: The Contractor shall provide the specific deliverables described below within the performance period stated in this Performance Work Statement (PWS). If, for any reason, any deliverable cannot be delivered on time according to the below schedule, the Contractor shall provide a written explanation to the Measurement Systems Manager (MSM)/Contracting Officer's Representative (COR) three days prior to deliverable due date. This written transmittal shall include a firm commitment of when the work shall be completed. This transmittal to the MSM/COR shall cite the reasons for the delay and the impact on the overall project. The deliverables and tasks marked with "**" are considered critical elements. The contractor shall provide VA EES with a Project Management Plan (PMP) for the provision and implementation of a Commercially Available Off the Shelf (COTS) software solution for conducting various surveys and collecting and analyzing data and generating standard and custom reports. This software shall be cloud-based, and the host server shall be FedRAMP certified. Deliverable 6.1: A.PMP B.Verification of FedRAMP approval for cloud server.** Task 6.2: The contractor shall develop a plan for transitioning from EES' current Inquisite software system, hosed on the VA servers, to the Contractor's cloud-based system. This plan shall cover configuration, data migration, and testing procedures. Deliverable 6.2: A.Transition plan** Task 6.3: Prior to final product implementation the contractor shall conduct a pilot phase of the software to ensure software is functional and operational. Deliverable 6.3: A.Testing Plan** B.After Action Report** Task 6.4: The contractor shall provide staff training that covers the following areas "Survey creation** "Survey launch** "Survey monitoring** "Importing/exporting surveys** "Dashboard views** "Survey close-out** "Analysis of data functionality** "Reporting functionality** "VA Talent Management System (TMS) Integration (non-critical element) Deliverable 6.4: A.Staff Training Plan to include schedule** Task 6.5: The contractor shall provide a software system that performs to the below minimum essential requirements: Essential Technical requirements include: "Vendor's software will be hosted and not require local installation (cloud-based). ** "Vendor's instruments (surveys, evaluations, etc.) will be accessible via commonly accepted web browsers. ** "Meet Section 508 compliance standards. ** "Reports, including scorecards and dashboards will be available outside of the vendor's software (print, email, PDF, etc.). ** "Ability to integrate with VA/EES systems of record (i.e. Talent Management System, SEES, etc.) to reduce manual administration and to pull data for easy reporting. Vendor reporting should be capable to include VA/EES systems of record information in delivered reports. "Connection to the VA TMS for launching/administering surveys. Essential Administrative Software requirements include: "Administrative and reporting privileges: Initial requirement includes two administrators and 10 reporting personnel. ** "Ability to isolate data for various EES programs for purposes of data control and reporting. Initial requirement will be for six accounts. ** "License to support unlimited number of completed surveys. ** "License to support unlimited number of hosted surveys. ** Essential Evaluation/Survey Setup and Launch Elements: "The software should support fully customizable surveys. ** "Ability to Preview the survey prior to finalizing, launching, or activating. ** "Ability to support logic branching functionality within the surveys. Depending on an initial response selected, the set of questions would change to meet accreditation requirements. ** "Automatic numbering (and renumbering) of questions when entered and arranged on a survey. "Automatic question placement on the survey to yield a more consistent, professional look. "Import/build Functionality to support standard templates (base questions the same but then could still add program specific questions as well as session specific questions). ** "Instructor specific feedback questions. "Copy Evaluation feature from existing survey or test to another for similar programs. ** "Mobile versioning available. "Pre and post test functionality available with varying range of test attempts. "Multiple survey and test question types available (T/F, MCSR, MCMR, Text, etc.). ** "Link to the VA TMS to collect learner demographic information as well as automated marking of completions. "Automatic email reminders to learners. "System check in place to prevent duplication of evaluation submission - participants are unable to take the pre-test or evaluation more than once Essential Data Analysis and Reporting Elements: "Dashboard technology, that is customizable, to visualize reporting information. ** "Standard Reports available with graphic representations of data. ** "Ability to develop customizable reports; also supported by graphic representation. ** "Real-time response data available throughout the survey open period to those accessing reports or system administrators. ** "Reports available at the program/item level as well as session level if multiple sessions are offered of the same program. "Aggregate results available across programs for standard accreditation questions. ** "Automated analysis. ** "Standard/Automated quarterly and annual reports. ** "Filtering of data. ** "Level of evaluation indicated and grouping on reports. ** "Pre and post test functionality available with analysis and reporting at the learner level and overall program level. "Pre and post test customizable remediation available. The Contractor shall develop and implement procedures to identify, prevent, and ensure non-recurrence of defective services. As a minimum requirement, the Contractor shall internally develop quality control procedures that address the areas identified below in the Government's Quality Assurance Surveillance Plan (QASP)/ Performance Requirement Summary. Performance Monitoring: Contractor's performance will be monitored through the use of the below Performance Requirement Summary, in lieu of a "Formal QASP". This plan provides specific performance standards used for monitoring and measuring the Contractor's and Software performance. The MSM/COR will perform observations of the services covered under the contract. Performance Requirements Summary (PRS) The Government will use the performance standards below to evaluate the Contractor's performance and will compare performance against the AQLs. NOTE: A formal "Inspection Checklist" may be used and adjusted as the PM/COR determines appropriate to fit the need. Revisions to this QASP/PRS may be made during the life of the contract. Revisions, if needed, will be requested of the CO by the PM/COR. The CO will formally incorporate the change(s), in writing, prior to implementation. The MSM/COR will certify receipt of services and/or goods and recommends acceptance of the services/deliverables. This process will be used for approval of payment for the Contractor's invoices and will serve as the mechanism to document that the overall performance of the Contractor has been acceptable for the period of time covered by the invoice. INSTRUCTIONS TO VENDORS: This is a Request for Information purely for purposes of market research and budgetary purposes. If you feel you can meet this requirement, please provide a capability statement demonstrating your qualifications (including any recent (within 3 years), relevant past performance along with a budgetary quote by August 13, 2014 at 3:00 PM EST. (Past performance information must include current POC information, contract number, brief description and dollar value). BACKGROUND: Employee Education System (EES) is responsible for developing, evaluating, managing and coordinating numerous training offerings for the employees of the Veterans Health Administration (VHA). In Fiscal Year (FY) 2013, EES delivered approximately 6,000 programs and products (4,000 accredited), 350 other services, utilizing a variety of different modalities for learning delivery. One of several EES specialty units providing national coordination of core functions is the Measurement and Evaluation Unit (MEU). The EES MEU is responsible for providing support and services related to EES learning measurement activities, including program related needs assessment and evaluation. A primary goal of this unit is to demonstrate the value and outcomes that result from the learning and performance solutions offered to clients. The EES MEU relies on several data collection and management tools to collect program related assessment and evaluation data to meet accreditation and organizational measurement needs.
