REQUEST FOR INFORMATION Site Exposure Matrices (SEM) For Department of Labor (DOL) Division of Energy Employees Occupational Illness Compensation (DEEOIC) Office of Workers' Compensation Programs (OWCP) Request for Information (RFI) Number: DOL-OPS-15-N-00003 1.0 PURPOSE AND OBJECTIVES The United States Department of Labor is conducting market research for an upcoming requirement involving "Site Exposure Matrices" (SEM) for the Division of Energy Employees Occupational Illness Compensation (DEEOIC), Office of Workers' Compensation Programs (OWCP). 2.0 PROJECT DESCRIPTION The upcoming procurement will involve the maintenance and updating of a comprehensive relational database containing information regarding toxic substances at all major Department of Energy (DOE) facilities and uranium sites covered under the Energy Employees Occupational Illness Compensation Program Act (EEOICPA). This database, called the Site Exposure Matrices (SEM) Database, is used by DEEOIC Claims Examiners as a tool to assist in evaluating exposure to toxic substances and causation for claims filed under Part E of the EEOICPA. The database also provides information to the public on the toxic substances found at covered DOE facilities. The current SEM Database must be maintained for the existing DOE sites, the uranium mines, mills, and ore transporters. New sources of information, as they are identified, must also be used to enhance existing SEM data such as occupations at covered DOE sites; building / area numbers (and site-specific aliases) where particular work processes were conducted; and the toxic substances present at such sites relative to processes and labor categories. New information submitted via the public SEM Database site must be comprehensively addressed and responded to in a timely fashion. Please note that there is no threshold requirement for what is considered a "timely response"-it is determined on a case-by-case basis. A critical component of the SEM involves gathering, analyzing, and creating the datasets that comprise the SEM from DOE sources. Therefore, Contractor personnel must have a "Q" Clearance for review of documents pertaining to the Nuclear Weapons Production Complex. The links between toxic substances and occupational illness shown in SEM are based upon the National Library of Medicine (NLM) Haz-Map database, which is regularly updated with additional links and other information as the body of scientific knowledge in this area improves. The SEM Database must be updated in a timely manner to include the new information and ensure the information contained in the SEM Database remains consistent with the NLM Haz-Map database. A qualified and experienced Database Administrator must ensure the security, secured access, and availability of the SEM Databases used by DEEOIC personnel and the public. Software and hardware necessary to support the databases must be maintained and periodically evaluated for functionality and security. 3.0 RFI RESPONSE INSTRUCTIONS Interested parties are requested to respond to this RFI with the following: 3.1. Point of Contact (POC) Information: Name, mailing address, phone number(s), fax number, and e-mail address of designated point(s) of contact. 3.2. Business Registration Information: Commercial and Government Entity (CAGE) Code; Dun & Bradstreet (DUNS) Number; and Tax Identification Number (TIN). 3.3. Business Type (Large Business, Small Business, Small Disadvantaged Business, 8(a)-Certified Small Disadvantaged Business, HUBZone Small Business, Woman-Owned Small Business, Veteran-Owned Small Business, Service-Disabled Veteran-Owned Small Business, etc.). 3.4. Types of Contracts Held: For example, General Services Administration (GSA) Schedule Contract, National Aeronautics and Space Administration Solutions for Enterprise-Wide Procurement (NASA SEWP) Contract, etc. 3.5. Pricing: Please provide your best estimated price range to provide the services described in this RFI for Fiscal Year 2015 and Fiscal Year 2016. The information provided can include both your lowest estimate and highest estimate. 3.6. Capability Statements: Capability Statements are limited to 30 Pages (Not including charts, graphs, and matrix / cross reference information). At a minimum, the Capability Statement shall address the following questions: A. QUESTION 1: Explain how the Offeror has a minimum of 3 or more years experience in working with DOE obtaining documentation regarding DOE buildings, processes, procedures and labor categories as well as the toxic substances associated with those buildings, processes, procedures and labor categories. B. QUESTION 2: Explain how the Offeror has a minimum of 3 or more years experience creating, maintaining, and securing a library of the source documents collected in Question 1 for a SEM Database (or similar database). C. QUESTION 3: Explain how the Offeror has a minimum of 3 or more years experience in performing research, analysis, and applying / incorporating Department of Energy (DOE) documentation pertaining to the Nuclear Weapons Production Complex into spreadsheet form. The answer should explain how this research support is accomplished from both an engineering and industrial hygiene perspective. The area of research support is to include at a minimum: 1) incorporating information into a database; 2) researching information required to respond to Governmental and public inquiries; 3) drafting responses to inquiries; 4) reviewing medical and scientific literature for changes that may have an impact on a SEM Database; and 5) Industrial Hygiene (IH) review of toxic substance exposure as it relates to employment at covered DOE facilities. D. QUESTION 4: Explain how the Offeror has a minimum of 3 or more years experience with the maintenance and updating of a comprehensive relational database containing information on various toxic substances, including hardware, software, backups and security. The system should have the ability to save a minimum of six (6) months of data, and the ability to save a minimum of thirty (30) days of transactions for review. E. QUESTION 5: Provide information regarding the number and availability of staff with "Q" Clearances and explain how the Offeror has procedures in place for complying with DOE classification rules for 1) document storage; 2) review of the database to facilitate public release and 3) coordination with DOE for any necessary document declassification issues that arise from documents obtained from DOE for the SEM. F. QUESTION 6: Explain how the Offeror has a minimum of 3 or more years experience maintaining a system of "quality controls" to ensure the quality of the data collected and uploaded to a large database. G. QUESTION 7: Explain how the Offeror has a minimum of 3 or more years experience the Offeror has with conducting training (at least on a bi-annual basis) on the use of the SEM Database for claims personnel at three (3) or more locations Nationwide. 3.7. Contractors are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party's expense.
