- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Minimum Essential Characteristics - Film Digitizer 1.One Moving Film Digitizer (scanner) is required with the following capabilities: oMust be able to handle older, fragile film without compromising or damaging the film oMust be able to digitize 16 and 35 mm high speed film into an electronic format oMust have 16 mm optics: regular and super oMust have 35 mm optics: academy and super oMust have two (2) 16mm noncontact gates single perforation dual perforation oMust have 16mm distance plates oMust have at least one (1) 35 mm gate body oMust have at least three (3) 35 mm skid plates super 35, Academy, Academy 35 with optical sound oMust have at least a 2K sensor (14 x 14 m) upgradeable to a 4K sensor (10 x 10 m) oMust have adjustable focus oMust be able to scan at 15fps at 2K resolution oMust have an overview speed up to 65fps oMust have a 200fps winding speed oMust scan in true RGB (one sensor per color) with at least 12 bits color depth per color oMust use an LED light source oMust be able to digitize multiple film types: color prints and negatives, B/W prints and negatives, intermediate oMust be able to digitize a 2000-foot reel 2.Workstation with frame grabber, keyboard and mouse is required. oMust have at least 6-core processors oMust have at least 16GB RAM oMust have at least NVIDIA Q600 graphics card oMust have at least two (2) 256GB solid state hard drives oMust use Windows 7 64bit OS 3.Control Software is required. oMust have color management: Automatic Dmin and Dmax calibration Automatic exposure control Film base correction Custom color setting/control with RGB waveform, vector scope or histogram oMust have batch recording and image cache Automatic scan from EDL-Clip list Punch hole setting from cache Color grading of each clip from cache Preview from cache oMust be able to save frames in multiple formats to include high resolution uncompressed multiple TIFF, AVI, and MPEG oMust be able to perform high speed scanning in down sampled mode Real-time or faster, depending on file and format oMust have splice functionality Ship to: USAARL Fort Rucker, AL 36362 Email Quotes to below: Abraham Pottenger Contract Specialist U.S. Army Medical Research Acquisition Activity 820 Chandler Street Ft.
