- ___________________________________________________________________________ The Government is finalizing the acquisition strategy for the KC-46 Maintenance Training System (MTS) procurement. The finalization of the acquisition strategy includes a decision concerning whether or not a small business set aside is warranted. In the event the KC-46 MTS effort is not awarded as a small business set aside the Government is requesting potential offerors provide their recommendation for an annual small business subcontracting percentage requirement. The Government will consider the recommendations in developing a small business subcontracting special contract requirement to include in the RFP and the resulting contract. The draft of the special contract requirement (H-007) can be found in the draft RFP document. The small business subcontracting percentage recommendation should be rounded to one decimal place (X.X%) and is calculated as follows: (Annual Small Business Subcontracting Percentage) = (Total Annual Dollar Amount Awarded to Small Business Subcontractors) / (Annual Contract Price) X 100. If necessary the recommendation may be broken out into separate calendar years (2017, 2018, 2019, 2020, 2021, and 2022) to account for differences in subcontracting opportunities during different phases of the program including development, production, and sustainment. The Section L, Attachment F, notional schedule included with the draft RFP provides anticipated dates for each phase of the program. The deadline to electronically submit recommendations is 1600 Eastern Standard Time on 04 November 2014. Responses should be sent to both daniel.andrews@us.af.mil and krissie.denman@us.af.mil. This pre-solicitation announcement is not to be construed as a formal solicitation (Invitation for Bid or Request for Proposal (RFP)). The Government does not intend to award a contract on the basis of this notice. This notice is for information and planning purposes only. The Government will not provide reimbursement for costs associated with any documentation or communication submitted in response to this notice. Any submitted documentation, upon delivery, becomes property of the U.S. Government and will not be returned.
