- The Federal Bureau of Prisons is seeking concerns having the ability for providing Residential Reentry Center (RRC) services and Home Confinement services to be located in the Hampton Roads, Virginia Metro Area to include the cities of Virginia Beach, Norfolk, Chesapeake, Newport News, Hampton, Portsmouth, Suffolk, Poquoson, and Williamsburg for male and female Federal offenders held under the authority of United States Statutes. Both the RRC services for in-house RRC services and the home confinement services for home confinement placements shall be in accordance with the Federal Bureau of Prisons Statement of Work entitled, "Residential Reentry Center, August 2007; Revision 01, December 2007, CCB; Revision 02, December 2008, CCB; Revision 03, February 2010, CCB; Revision 04, May 2010, CCB; Revision 05, May, 2011, CCB; Revision 06, January 2012, RRMB; Revision 07, February 2012; Revision 08, January 2013, RRMB." Home confinement services (for home confinement placements) are specifically defined in Chapter 10, Programs, of the aforementioned SOW as well. This will be an indefinite delivery, indefinite quantity type contract with firm fixed unit prices for Line Items 1, 2, 3, and 4. The guaranteed minimum for RRC services for in-house beds (Line Items 1 and 3) is estimated to be 93% male and 7% female for the base year and each of the four, one-year option periods thereafter, if options are exercised. The estimated maximum for RRC services for in-house beds (Line Items 1 and 3) is estimated to be 92% male and 8% female for the base year and each of the four, one-year option periods thereafter, if options are exercised. For the Home Confinement requirement for home confinement placements (Line Items 2 and 4), male and female quantities are combined for an estimated number of inmate days. For Line Item 1, the guaranteed minimum quantities and estimated maximum quantities for the RRC services for the in-house RRC beds requirement are as follows: • Base Period: The guaranteed minimum number of inmate days is 5,124 (13 males and 1 female) with an estimated maximum number of inmate days of 21,960 (55 males and 5 females); • Option Year 1: The guaranteed minimum number of inmate days is 5,110 (13 males and 1 female) with an estimated maximum number of inmate days of 21,900 (55 males and 5 females); • Option Year 2: The guaranteed minimum number of inmate days is 5,110 (13 males and 1 female) with an estimated maximum number of inmate days of 21,900 (55 males and 5 females); • Option Year 3: The guaranteed minimum number of inmate days is 5,110 (13 males and 1 female) with an estimated maximum number of inmate days of 21,900 (55 males and 5 females); and • Option Year 4: The guaranteed minimum number of inmate days is 5,124 (13 males and 1 female) with an estimated maximum number of inmate days of 21,960 (55 males and 5 females). For Line Item 2, the guaranteed minimum quantities and estimated maximum quantities for the home confinement services for the home confinement placement requirement are as follows: • Base Period: The guaranteed minimum number of home confinement placements is 1,464 (4 placements onto home confinement) with an estimated maximum number of home confinement placements of 6,222 (17 placements onto home confinement); • Option Year 1: The guaranteed minimum number of home confinement placements is 1,460 (4 placements onto home confinement) with an estimated maximum number of home confinement placements of 6,205 (17 placements onto home confinement); • Option Year 2: The guaranteed minimum number of home confinement placements is 1,460 (4 placements onto home confinement) with an estimated maximum number of home confinement placements of 6,205 (17 placements onto home confinement); • Option Year 3: The guaranteed minimum number of home confinement placements is 1,460 (4 placements onto home confinement) with an estimated maximum number of home confinement placements of 6,205 (17 placements onto home confinement); and • Option Year 4: The guaranteed minimum number of home confinement placements is 1,464 (4 placements onto home confinement) with an estimated maximum number of home confinement placements of 6,222 (17 placements onto home confinement). For Line Item 4, the guaranteed minimum quantities and estimated maximum quantities for the home confinement services for the home confinement placement requirement are as follows: • Base Period: The guaranteed minimum number of home confinement placements is 1,464 (4 placements onto home confinement) with an estimated maximum number of home confinement placements of 6,222 (17 placements onto home confinement); • Option Year 1: The guaranteed minimum number of home confinement placements is 1,460 (4 placements onto home confinement) with an estimated maximum number of home confinement placements of 6,205 (17 placements onto home confinement); • Option Year 2: The guaranteed minimum number of home confinement placements is 1,460 (4 placements onto home confinement) with an estimated maximum number of home confinement placements of 6,205 (17 placements onto home confinement); • Option Year 3: The guaranteed minimum number of home confinement placements is 1,460 (4 placements onto home confinement) with an estimated maximum number of home confinement placements of 6,205 (17 placements onto home confinement); and • Option Year 4: The guaranteed minimum number of home confinement placements is 1,464 (4 placements onto home confinement) with an estimated maximum number of home confinement placements of 6,222 (17 placements onto home confinement). It is the intent of the Federal Bureau of Prisons (BOP) to award Line Items 1 and 2 (RRC in-house beds and home confinement placements) to a single provider and Line Items 3 and 4 (RRC in-house beds and home confinement placements) to a single provider, as these services are interconnected and rely upon each other to ensure adequate programming and case management of offenders. Line Items 1 and 2 and Line Items 3 and 4 can be awarded to a single offeror or multiple offerors. Multiple sites of performance will be accepted. The BOP reserves the right to make one single award or multiple awards of up to no more than two awards to meet the requirements. Regardless of the number of contracts, staffing must fall within the guidelines of at least a major-use facility. The solicitation will be available on or about December 1, 2014 and will be distributed solely through the General Services Administration's Federal Business Opportunities (FBO) website http://www.fbo.gov. Hard copies of the solicitation document will not be available. The site provides downloading instructions. All future information about this acquisition, including solicitation amendments, will also be distributed solely through this site. Interested parties are responsible for monitoring this site to ensure that they have the most up-to-date information about this acquisition. The estimated closing date of RFP-200-1267-ES will be on or about January 30, 2015. All responsible sources may submit a proposal which will be considered by this agency.
