Solicitation instructions/SOW STATEMENT OF WORK /DESCRIPTION /REQUIREMENTS 1. GENERAL The contractor shall provide equipment, technical support, warranty, possible training, shipping, documentation, and all miscellaneous requirements necessary to accomplish the efforts described in this Statement of Work (SOW). 2. PROJECT BACKGROUND AND SCOPE OF SUPPLIES/SERVICES The U.S. Government, through the U.S. Embassy Asunción, is committed to assisting the Paraguayan Government, specifically the Paraguayan National Police (PNP) and the Secretariat Nacional Anti-Drogas (SENAD) in combating drug trafficking by providing equipment, technology and training as Paraguayan law enforcement institutions continue to make progress in combatting the drug trade. This acquisition is for providing Handheld Raman Narcotics Identification System. 3. DESCRIPTION A. General Requirements : The contractor will provide all required labor, personnel, management, oversight and materials to complete the following basic project objective, provide U.S. Embassy Asunción with: Two (2) Handheld Raman Narcotics Identification Systems The contractor shall ensure that the equipment/system and services meet the minimum specifications listed in the Technical Requirements of this Statement of Work. The contractor selected has to demonstrate vast experience and knowledge providing and operating required equipment/system. Contractor shall submit in writing its previous experience executing similar projects and its ability and expertise in working with the aforementioned equipment/system. The contractor shall have the capacity to provide in-field (Paraguay) warranties, assistance, technical support and training according to the minimum specifications mentioned in the Technical Requirements of this Statement of Work. The contractor is responsible for transporting and delivering supplies, material, and equipment to the final U.S. destination specified in this SOW. This responsibility includes the contractor arranging, coordinating, and obtaining all required U.S. export documents and authorizations. The U.S. Embassy will then deliver the units directly to Paraguayan government agencies. The Contractor shall submit its bid in two parts: one shall cover the cost and shipping of the items, and the second shall cover all costs associated with possible training. This equipment/system will be used by Paraguayan Government agencies. B. Definitions: SOW- Statement of Work C. Specific Project Objectives: The specific objectives of this project include the following: 1. Providing warranty for the equipment according to the minimum requisites listed in the Technical Requirements Section. 2. Providing technical support / installation for the equipment according to the minimum requisites listed in the Technical Requirements Section. 3. Providing training (subject to funds availability) for equipment according to the minimum requisites listed in the Technical Requirements Section. D. Detailed Requirements to meet Project Objectives: The Contractor will provide the required services to meet the specifications requirements (or equivalent) as described in the Technical Requirements Section. E. Testing and Certification: The contractor will provide technical data of each unit serviced and demonstrate to the satisfaction of the U.S. Government that all tasks have been completed in accordance with this SOW. The U.S. Government will inspect each of the (2) Handheld Raman Narcotics Identification System as sustained by the data sheets to ensure that the contractor has performed all tasks as required by this SOW. 4. PERIOD OF PERFORMANCE OR DELIVERY The contractor shall complete delivery of all units within a period of no more than 30 calendar days from receipt of Purchase Order. Partial shipments and deliverables of acquired equipment shall be accepted subject to prior coordination and approval of the General Services Officer (GSO). 5. PLACE OF PERFORMANCE/DELIVERY All bid prices shall include shipping. The contractor shall delivery the equipment to: Eileen C. Keenan Political and Economic Officer U.S. Embassy Asunción, Paraguay Indicate in your bid: 1) The number and type of batteries included per unit, and whether they are shipped separately or pre-installed; 2) Whether the shipment includes any type of radioactive material that may require UN2911 labeling; and 3) Whether your shipment includes any liquid or gel, and the total volume of such. (16.26 x 10.41 x 5.1 cm) 5 Library Narcotics: 60+ controlled substances; 80+ benign cutting agents 6 Configurations Unlimited or Pay-Per-Scan 7 Data Export Formats CSV, Excel® spreadsheet, SPC file, PDF 8 Battery Rechargeable internal battery pack (10 hrs); DC wall adapter; 5V DC, 1.5A; optional car charger 9 Security base Multiple security levels 10 Operating Temperature 32 °F to 122 °F (0 °C to +50 °C) 11 Language Configurations Spanish 12 Computer Administration TruNarc Admin software or equivalent, connected via micro USB to USB 13 Accessories Two (2) rechargeable batteries (10 hrs) Briefcase; Micro USB connection wire; License for software 14 Technical Support Contractor shall provide 24/7 Spanish call assistance service to report failures and maintenance service requirements; capacity to stock and provide minor repair parts, repairing and returning units within 72 hours of receipt by Contractor. 15 Warranty Contractor shall offer 24-month limited on parts, labor and accessories. In case equipment has defects, vendor shall replace for brand new equipment meanwhile is repaired or changed. Contractor shall provide one ( 1) year preventive maintenance service. 16 Training (subject to funds availability) Contractor shall provide one (1) training session per equipment once the system is received and tested by the end user. Every session shall have up to ten (10) operators + 2 advanced operators designated by the end user. Training shall be executed for personnel with experience and capacity to evaluate. Every session shall be in Spanish and offered in locations designated by the end user inside Paraguay. As noted in the SOW, Contractor shall provide training costs separately from the rest of the bid. 17 Installation N/A Basis for award The Government reserves the right to eliminate from consideration for award any or all offers at any time prior to award of the contract; and to award the contract to the offeror submitting the proposal determined to represent the best value: The LOWEST priced, technically acceptable proposal. The Government intends to evaluate proposals and award a contract without discussions with offerors. The Government reserves the right to conduct discussions if the Contracting Officer later determines them to be necessary. The Government considers it to be in its best interest to award to the lowest priced technically acceptable offeror. The LPTA process is selected as appropriate for this acquisition because the best value is expected to result from selection of the technically acceptable proposal with the lowest evaluated price.
