- This procurement consists of one solicitation with the intent to award one Refuse Collection and Disposal Firm Fixed Price contract to be performed at Naval Air Facility El Centro, California located in Imperial County, California. This solicitation is un-restricted, and is to be procured as a commercial items acquisition in accordance with the Federal Acquisition Regulations (FAR) Part 12. The North American Industrial Classification System (NAICS) Code is 562111 and the size standard is $38.5 million. The performance period will include a 12-month base period with four (4) 12-month option periods, for a total maximum duration not to exceed 60 months. The Government intends to evaluate offers and award a contract without discussions with Offerors (except clarification as described in FAR 15.306(A)). Therefore, the Offerors initial offer should contain the Offerors best terms from a price and technical standpoint. The Government reserves the right to conduct discussions if the Contracting Officer later determines them to be necessary. The following factors shall be used to evaluate offers: Relative Importance of Evaluation Factors: The evaluation factors are divided into two categories; non-price evaluation factors (Factors 1, 2, and 3) and price. The non-price factors will be evaluated and given an acceptable or unacceptable rating. An offeror must have an acceptable overall rating to be considered for award. The offerors who receive an overall acceptable rating will be ranked from lowest to highest in order of overall price, including options. Award will be made to the offeror whose offer conforms to the solicitation and represents the lowest priced technically acceptable offer, price and non-price factors considered. The evaluation factors are set forth below: Factor 1: Past Performance Factor 2: Safety Factor 3: Solid Waste Management Agreement/Permit Price Offeror shall submit its proposal in two (2) separate parts as follows: Volume I. Price Proposal: (original and 3 copies). Include all other Price Proposal submission requirements shown in FAR Clause 52.212-2 and the Instructions to Offeror section of the solicitation. Price proposal shall be submitted in a separate binder from the technical proposal, and clearly marked VOLUME I PRICE PROPOSAL. Offerors shall complete Exhibit Line Item Numbers using Attachment J-0200000-04, including Option periods. OFFERORS SHALL COMPLETE ALL EXHIBIT LINE ITEM NUMBERS (ELINS) UNIT PRICES AND TOTAL AMOUNTS IN THE BASE YEAR AND FOR EACH OPTION PERIOD. Volume II. Technical Proposal: (original and 3 copies). Address each of the following evaluation factors shown in FAR Clause 52.212-2 of the solicitation: Factors 1, 2, and 3. A site visit is tentatively scheduled for 09 October 2014 at the time and location to be identified in the solicitation. THIS REQUEST FOR PROPOSAL (RFP) WILL BE AVAILABLE FOR DOWNLOAD FREE OF CHARGE VIA THE INTERNET at Federal Business Opportunities at https://www.fbo.gov UNDER SOLICITATION NO. N62473-14-R-3613. No hard copies (paper sets) or CD-ROM of the RFP will be provided by the Government. Telephone and facsimile request will not be accepted. Notification of any changes (amendments) to the solicitation will be made only on the internet. It is the contractor s responsibility to check the website daily for any and all amendments to this solicitation. All contractors must be registered in the System for Award Management (SAM) prior to award of a DoD contract.
