Request for Proposals 15-161-SOL-00001 Please note that this acquisition was published 9/22/2014 as a Sources Sought Synopsis under Solicitation Number 14-161-SOL-00019. This acquisition is set-aside for small business participation only. The NAICS Code applicable is 541990, All Other Professional, Scientific, and Technical Services. The Business Size Standard is $14M average annual revenue. Proposals submitted by entities that do not meet the Business Size Standard will not be considered. A summary of the requirements for this acquisitoin is below: 1. DESCRIPTION OF SERVICES The services shall be conducted in compliance with the applicable National Fire Protection Association (NFPA), National Electrical Code (NEC), and American Society of Heating, Refrigerating and Air-Conditioning Engineers (ASHRAE) Standards and performed at intervals prescribed by the Government. Contractor Personnel performing required services are subject to input from of the Chief, Operations Branch, Division of Facilities Engineering, Office of Environmental Health and Engineering, Phoenix Area Indian Health Service. The Operations Branch Chief will provide broad general guidance, but the Contractor shall be expected to direct his own efforts and schedule in coordination with the facilities. The Contractor and its personnel performing services under this contract will be provided a prioritized listing of required services to perform, with a schedule for each location. The Contractor shall provide all basic tools necessary to perform the duties. The Government will provide any specialized tools and equipment required for satisfactory performance of assigned tasks. 2. PLACE OF PERFORMANCE AND WORK HOURS Contractor personnel performing required services will be provided office space and the use of Government hardware, software and other tools to perform required services. The base location for the Contractor will be at the Phoenix Area Office, Office of Environmental Health and Engineering Division of Facilities Engineering, 40 N. Central Avenue, Suite 720, Phoenix, Arizona 85004. The Contractor Employee(s) shall work in and from this facility for remote requirements. Normal work hours are 8am to 5pm Monday through Friday, excluding federal holidays. Except when working in the field or during scheduled periods of vacation, Contractor Personnel must be able to respond to all requirements covered by this contract and be present at the IHS Phoenix Area Office to meet with the Chief, Operations Branch, Division of Facilities Engineering, Office of Environmental Health and Engineering (OEHE), or other OEHE staff, as appropriate for the circumstance, no later than three hours after notification when such response is dictated by any abnormal or emergency circumstance. 3. COMPLEXITY Performance of the services under this contract requires skill in numerous complex areas including code consulting, technical writing, test and inspections, complex troubleshooting and maintenance, minor installation, programming, and detailed investigations. 4. SCOPE OF WORK The Contractor shall perform testing and inspection of the following building automation systems, devices and equipment as directed by the Government. Personnel provided by the Contractor to perform work required under this contract shall complete all required documentation associated with the testing and inspection of the building automation systems, devices, and equipment. This may include validation and documentation of work performed by Government employees and other contractors. a)Sensing, Monitoring, and Metering Devices i.Pressure Sensor ii.Temperature Sensor iii.Air/Water Flow Sensor iv.Humidity Sensor v.CO2 Sensor vi.Equipment Status vii.Electrical Meter viii.Gas Meter ix.Water Meter x.Propane Meter/Tank Level xi.Diesel Meter/Tank Level xii.Fire Alarm Signal Status b)Controlled Devices and Equipment i.Fan ii.Pump iii.VFD iv.Damper v.Valve vi.Actuator vii.Chiller viii.Boiler ix.Air Handler x.Exhaust Fan xi.Fan Coil xii.Heat Pump xiii.Isolation Room xiv.Cooling Tower xv.Humidifier c)Software i.Alarms ii.Trends iii.Logic iv.Schedule v.Reports vi.Operator Privileges vii.Data Base   d)Hardware i.Server ii.Controller iii.Router iv.Network Cable (Arcnet and Ethernet) Contractor Personnel shall perform assessments, troubleshooting, testing, minor installation, inspection, programming, and documentation of building automation systems including: •Equipment control panels and all associated panels installed, including power supply, equipment controllers, network routers, network wire. •Auxiliary devices connected to building automation systems used for control inputs including fire alarm system alarm contacts, medical air equipment alarms, and any other control inputs connected to and/or activated by the building automation system. Contractor Personnel shall provide comprehensive review, investigation and assessment of issues involving NFPA, NEC, or ASHRAE codes associated with the scope of work, as directed by the Government. 5. CONTRACTOR PERSONNEL QUALIFICATIONS Contractor Personnel provided under this contract shall be experienced in the installation, programming, repair, testing and evaluation of building automation systems. All Contractor Personnel must have a minimum of three years full-time experience in programming, installing, and maintaining building automation systems, devices, and related equipment. The Contractor shall provide evidence that all Contractor Personnel the requisite experience; plus: a)maintain a Valid Drivers' License issued by state of residence in good standing; and b)have one or more of the following certifications: •Journeyman Electrician. •Associates Degree or higher in Electronic Technology field or equivalent (preferred over journeyman electrician certification or other certification or degree). •Equivalent certification or degree that demonstrates 2 or more years (4 semesters) of specific training in the electrical field or the field of building automation. 6. CONTRACTOR PERSONNEL PHYSICAL REQUIREMENTS All Contractor Personnel must be physically able to routinely climb ladders (up to 20 feet), enter crawl spaces, and carry equipment up to 40 pounds in total weight. Proposal Evaluation: Selection of the apparent successful offeror will be based on the proposal with the lowest price that is technically acceptable.
