This is a Request for Information (RFI)/Sources Sought notice issued in accordance with FAR 15.201(e) to conduct market research. This RFI is issued solely for information and planning purposes - it does not constitute a Request for Quote (RFQ) - or a promise to issue a RFQ in the future. This request for information does not commit the Government to contract for any supply or services whatsoever. The Department of Veterans Affairs (VA) is not, at this time, seeking proposals and will not accept unsolicited costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested vendor's expense. Not responding to this RFI does not preclude participation in any future RFQ, if any is issued. Any information submitted by respondents to this RFI is strictly voluntary. All submissions become Government property and will NOT be returned. This announcement is based upon the best information available and is subject to future modification. The results of this Sources Sought will be utilized to determine if any Small Business Set-aside opportunities exist. All Small Business Set-aside categories will be considered. In addition, this market research tool is being used to identify potential and eligible firms, of all sizes, prior to determining the method of acquisition and issuance of a solicitation. Contracting Office Address Department of Veterans Affairs (VA), Health Administration Center (HAC) 3773 Cherry Creek Dr. North, Denver, CO, 80209 Point of Contact: Pedro Arritola Contracting Officer Pedro.Arritola2@va.gov Overview: PCA East Contracting is performing market research for a potential requirement for a contractor to provide: Implementation of full system integration between TMS and an E-Learning training solution. CBOPC requires the latest, industry-leading VLE software platform that promotes learner interactivity, instruction, communication, and assessment. The software platform must be managed and hosted by the vendor and support a virtual, distance learning, environment. Software platform must allow CBOPC employees secure access to online classes, manage courses, author content, create assignments, and foster collaboration. Software required: 1. Collaborate 2. Learn See Draft SOW for a complete description of the requirement. Please respond to this RFI if your company can perform this requirement in accordance with FAR Part 52.219-14 Limitations on Subcontracting (Nov 2011) As prescribed in 19.508(e) or 19.811-3(e), insert the following clause: Limitations on Subcontracting (Nov 2011) (a) This clause does not apply to the unrestricted portion of a partial set-aside. (b) Applicability. This clause applies only to- (1) Contracts that have been set aside or reserved for small business concerns or 8(a) concerns; (2) Part or parts of a multiple-award contract that have been set aside for small business concerns or 8(a) concerns; and (3) Orders set aside for small business or 8(a) concerns under multiple-award contracts as described in 8.405-5 and 16.505(b)(2)(i)(F). (c) By submission of an offer and execution of a contract, the Offeror/Contractor agrees that in performance of the contract in the case of a contract for- (1) Services (except construction). At least 50 percent of the cost of contract performance incurred for personnel shall be expended for employees of the concern. (2) Supplies (other than procurement from a nonmanufacturer of such supplies). The concern shall perform work for at least 50 percent of the cost of manufacturing the supplies, not including the cost of materials. (3) General construction. The concern will perform at least 15 percent of the cost of the contract, not including the cost of materials, with its own employees. (4) Construction by special trade contractors. The concern will perform at least 25 percent of the cost of the contract, not including the cost of materials, with its own employees. (EST) on October 28, 2014) Mark your response as "Proprietary Information" if the information is considered business sensitive. 4) NO MARKETING MATERIALS ARE ALLOWED AS PART OF THIS RFI. The government will not review any other information or attachments included, that are in excess of the 15 page limit. Information Requested from Industry: In response to the RFI, interested contractors shall submit the following information: 1.Company Information / Socio-Economic Status a.Provide the company size and POC information. b.If on GSA, provide your company's GSA contract information. c.VA has identified the appropriate North American Industry Classification System (NAICS) Code 511210 Software Publishers, which has a size standard of $35.5 Million for this RFI. Please identify and explain any other NAICS codes your company believes would better represent the predominated work included in the attached PWS/SOW. d.Indicate whether your company, subcontractors, teaming partners, joint ventures have a Federal Socio-Economic Status, e.g., Small Business, Service-Disabled Veteran Owned Small Business, Veteran Owned Small business, Women-Owned Small Business, Disadvantaged Small business, and Hub Zone. If Service Disabled or Veteran Owned Small business, is your company and or partners registered in VA's VetBiz repository? 2.Capabilities/Qualifications - Overview of proposed solution(s). Include a description of the capabilities/qualification/skills your company possesses for each of the below statements: 1.Access control that is User ID / Password based; 2.Capacity to accommodate up to 1000 active users at any point in time; 3.Hosting environment needs to be a Web-based encrypted site (HTTPS); 4.User access must be role based (Instructor, Student, Teaching Assistant, Administrator, Guest, etc.); 5.Managed Hosting Services - Infrastructure, deployment, and day-to-day maintenance of the physical hardware and other supporting IT components; 6.24/7/365 user availability except for scheduled maintenance downtime. Vendor must have a customer notification system in place that notifies CBOPC POC of any pending software outages or other issues that may cause an interruption to training; 7.A mechanism for delivery of a variety of educational materials: Microsoft Office (.Doc, PPT. XLS, etc), Adobe Acrobat PDF, HTML, digital images, digital audio files, digital video files and interactive multimedia assets such as Flash. 8.Assessment: Online surveys and testing options. 9.Communication: one-to-one, one-to-many, synchronous and asynchronous with sophisticated levels of threaded discussion capabilities by learner, by lecture topic and by date. 10.Customizable instructional design features: Create sequential learning modules that establish paths through content and assessments; create folder structures to organize content; and announcement capabilities. 11.Synchronous online collaboration tools that include the capability to allow instructors and participants to hold audio and video conferences to share documents, applications, and presentations. 12.The Contractor shall provide the COR with written directions for use of the VLE along with written documentation for developing and managing training within the VLE. 13.Content SCORM 1.2 and SCORM 2004 (2nd through 4th Edition) conformant. 14.Course management includes the following responsibilities: a.Creating and editing courses; b.Setting default course properties to use as a basis for new courses; c.Enrolling and removing users from courses; d.Creating the course catalog; e.Managing course files; f.Backing up, archiving, and restoring courses; g.Announcements; h.Syllabus/Schedule; i.Lectures; j.Test/Quizzes; k.Discussion Boards; l.Blogs; m.Wiki; n.Groups; o.Student Grades; p.Performance Dashboard; q.Grade Center; r.Messages; s.Virtual Classroom; and t.Survey. 15.Vendor maintains responsibility for: u.Supporting application administrators; v.Managing application and infrastructure security; w.Redundant data backup; x.System application upgrades and maintenance; y.Application tuning; and z.All other aspects of a complete enterprise management solution. 16.Training and Support Requirements: aa.Virtual training workshops for both instructors and administrators, Support functions: bb.Online Administrator and Student User Guides. cc.Continual access to some form of an "on demand learning center" by all product users and Administrators. dd.Technical support for administrator, 7x24x365 ee.Advanced system reporting: i.Student Activity ii.Course Activity iii.Active enrollment by month iv.System Storage usage by month 17.Resources: ff.Vendor shall provide access to software platform for up to 700 active user VA staff for a period of up to 5 years. The vendor shall provide managed hosting server capacity to house and access software platform separate from and outside of the VA firewall. Vendor server shall be maintained with security at a minimum that is equivalent to the VA internet and cyber security systems. The software must enable sub-organizations to distribute content, communicate and collaborate, and deliver courses independently or as a group. The software must allow the ability to create groups and organizational roles allowing for targeted delivery of content and information. The software must facilitate the separation of multiple organizations, departments, and groups, allowing for the ability to manage appropriate look and feel, including different colors, logos, tabs, modules, and channels. Vendor should provide software updates, patches, etc. during the period of the contract. 3.Teaming Arrangements - Description of Teaming Partners, Joint Ventures that your company would consider to perform work. 4.Price Information - Provide your commercial price history and rough order of magnitude for the same or similar products/solutions. 5.Other Market Information - Provide any other relative information, however this information must be included within the 15 page limitation. 6.Other Federal Experience - Identify the federal contract vehicles
