Description
The Unites States Patent and Trademark Office (USPTO) intends to award a sole source contract to Tactical Strategy Group (TSG), Inc. for Business Architecture Subject Matter Expert services pertaining to the Patents Trial and Appeals Board (PTAB) and Trademarks Next Generation Internal (TMNGi) Portfolios, Programs and Projects. As the author of such books as "Business Architecture: The Art and Practice of Business Transformation," "Legacy Systems: Transformation Strategies" and "Information Systems Transformation: Architecture-Driven Modernization Case Studies", Mr. Ulrich possesses a unique set of qualifications to continue to provide direction and guidance to the PTAB and TMNGi Business Architecture teams. Additionally, Mr. Ulrich possesses the unique ability and expertise to provide the best use of a business architecture process to determine the viability of a given business/IT transformation strategy from a fully independent perspective. The USPTO contracted with TSG and Mr. Ulrich from 2010-2014 to guide the Patent and Trademark business to prepare and deliver an assessment of the proposed Patents End to End (PE2E), TMNGi, and PTAB programs. The resulting reports have been accepted by the USPTO and the Office is implementing the recommendations provided in the report. Mr. Ulrich's unique expertise and experience with business architecture is required in order to complete the current state of the Business Architecture and further develop the future state. This work is extremely important as it will be the foundation for the PTAB and TMNGi work. After the Business Architecture is completed, the PTAB and TMNGi programs will use the unique qualifications of Mr. Ulrich to help translate the Business Architecture into the PTAB and TMNGi business/IT architecture and solutions that meet the Patent and Trademarks business needs in a manner consistent with the other accepted recommendations made in the IT Transformation Strategy Assessment Reports. Market research was conducted and Mr. Ulrich is the only responsible source to meet the Agency's needs based on his unique expertise, experience and the Agency's adoption of the recommendations from Mr. Ulrich's IT Transformation Strategy Assessment Reports. Mr. Ulrich is the inventor and expert in The Systems Redevelopment Methodology (TSRM) adopted by the USPTO. This methodology was provided to the USPTO in FY2010 and 2011 and Mr. Ulrich's unique expertise in this methodology allows the USPTO to continue this work with the patent and trademark businesses. Mr. Ulrich's previous work with the USPTO gives him substantial background knowledge of both the patents and trademark businesses. He has a superlative set of qualifications as a business strategist relating to business value definition, software development methodologies and legacy system migration. Mr. Ulrich is widely published and a recognized industry leader of substantial reputation. The USPTO intends to negotiate and award a contract for Business Architecture Subject Matter Expertise Services to Tactical Strategy Group (TSG), NAICS 541611 Administrative Management and General Management Consulting Services, for a period of approximately one (1) year, with an estimated value of $320,000.00. The anticipated award date is October 28, 2014. As a result of USPTO's exemption from the Competition in Contracting Act, the above requirement is being procured using the Alternative Competition Method in accordance with Patent and Trademarks Acquisition Guidelines (PTAG) Part 6.1.1 and the Patent and Trademark Office Efficiency Act 35 U.S.C.2(b)(4)(A). This notice of intent is not a request for competitive proposals.
