Description
THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. REQUEST FOR A SOLICITATION WILL NOT RECEIVE A RESPONSE. This a combined Sources Sought Synopsis (SSS) and Request for Information (RFI) in support of Market Research being conducted by the 379th Expeditionary Contracting Squadron to identify potential sources for Vehicle Lease Services at Al Udeid AB, Qatar and obtain industry comments on the draft requirement documents. The anticipated acquisition will be an Indefinite Delivery, Indefinite Quantity single or multiple award contract with Firm Fixed Price (FFP) contract line items. The contract will have a period of performance of one (1) base year and four (4) option years. The solicitation is expected to be published in December 2014. Interested vendors should be aware that a valid Qatari Commercial Registration is required to perform work in Qatar. This requirement applies to all vendors and sub-contractors. This will be included in any resultant solicitation as an evaluation factor. The registration can take 2- 6 months to obtain if your company is not already registered. Foreign Vendors, including US businesses may apply for Commercial Registration. Companies must contact the Qatari Ministry of Justice to obtain Commercial Registration. Approval and issuance is outside the control of the US Government. SOURCES SOUGHT SYNOPSIS If your organization has the potential capacity to perform these contract services, please provide the following information: 1) Organization name, address, email address, CAGE code, if applicable, point of contact for information, Web site address, telephone number, and size to include whether you are US or foreign owned 2) Tailored capability statements addressing the particulars of this effort, with appropriate documentation supporting claims of organizational and staff capability. Limit to 30 pages. The Government requests interested offerors submit one copy of their capability responses by email, no later than 5:00 p.m. Local (Qatari Time) on 1 November 2014. REQUEST FOR INFORMATION The Government is seeking feedback and comments on the Draft PWS (Attachment 1) and additional questions about company capabilities and the local vehicle industry. Please fill out the attached Industry Questionnaire (Attachment 2). Industry is also invited to provide any other comments or suggestions that will be beneficial to the PWS and the overall clarity of the documents. Industry Comments: Respondents should email their feedback and comments to michael.ente@auab.afcent.af.mil no later than 5:00 p.m. Local (Qatari Time) on 1 November 2014. DISCLAIMER: The SSS and RFI are issued solely for informational and planning purposes. They do not constitute a solicitation (Request for Proposal or Request for Quotations) or a promise to issue a solicitation in the future. Furthermore, those who respond to this request should not anticipate feedback with regard to its submission; other than acknowledgment of receipt - IF a request for an acknowledgement is requested by the submitter. This request does not commit the Government to contract for any supply or service. The United States Air Force is not at this time seeking proposals. Responders are advised that the U.S. Government will not pay any cost incurred in response to the SSS or RFI. All costs associated with responding to this request will be solely at the interested party's expense. Not responding to this request does not preclude participation in any future RFP. The information provided in this RFI is subject to change and is not binding on the Government.
