Law Enforcement Training Advisor Accra, Ghana Issuance Date: 10/22/2014 Closing Date: 11/04/2014 SOLICITATION NUMBER: PSC-15-006-INL SUBJECT A solicitation for a Personal Services Contractor (PSC), Department of State (DOS), Bureau for International Narcotics and Law Enforcement Affairs (INL) The United States Government (USG), represented by the DOS, seeks applications from US citizens interested in providing PSC services as described in this solicitation. HOW TO APPLY Offeror's proposals shall be in accordance with the requirements stated in this solicitation at the place and time specified. Proposals must include the following: 1)Form OF-612 (Completed and signed) 2)Resume 3)Three letters of reference or three references, including contact information Submit all proposals via e-mail to the attention of: INL/Janette Dull E-mail: DullJR@state.gov Direct questions regarding this solicitation to: INL/Janette Dull E-mail: DullJR@state.gov INL will not accept late proposals unless it can be determined DOS mishandled the proposal. 1.SOLICITATION NUMBER: PSC-15-006-INL 2.ISSUANCE DATE: 10/22/2014 3.CLOSING DATE: 11/04/2014 4.TIME SPECIFIED FOR RECEIPT OF APPLICATIONS: 3:00 PM, EST 5.POSITION TITLE: Law Enforcement Training Advisor 6.MARKET VALUE: $66,067 - $119,737 (GS-13/14 Equivalent) 7.PERIOD OF PERFORMANCE: One year from date of award and four option years 8.PLACE OF PERFORMANCE: Accra, Ghana 9.JOB DESCRIPTION: See below GENERAL STATEMENT OF THE PURPOSE OF THIS CONTRACT AND RESPONSIBILITIES OF THE CONTRACTOR: BACKGROUND The Bureau of International Narcotics and Law Enforcement Affairs (INL) is part of the Under Secretariat for Civilian Security, Democracy, and Human Rights (J) within the U.S. Department of State (DOS). INL's mission is to minimize the impact of international crime and illegal drugs on the United States and its citizens through effective foreign assistance and global cooperation. INL's Office of Anti-Crime Programs (INL/C) develops, implements and oversees programs to counter drug use, build international law enforcement capacity, and reduce corruption in numerous countries around the world. INL/C's International Law Enforcement Academy (ILEA) team oversees the operations of five ILEAs (Bangkok, Budapest, Gaborone, San Salvador and Roswell) and two related regional training centers (RTCs) in Lima and Accra, implementing multilateral regional training to further develop law enforcement capacities and build regional linkages between law enforcement services. The RTC in Ghana has trained over 1,000 law enforcement officials from 17 countries since its inception, in topics ranging from investigative criminal analysis to financial investigations to professional responsibility. INL/C is responsible for coordinating policies and programs with other Federal departments and agencies who are involved in international narcotics control and crime activities, including the Department of Homeland Security (DHS), Department of Defense (DOD), Department of Justice (DOJ), and Department of the Treasury, and the United States Agency for International Development (USAID). PURPOSE The purpose of the personal services contract is to fill the new position of INL RTC Law Enforcement Training Advisor (LETA) at the U.S. Embassy in Accra, Ghana. The LETA will provide U.S. Embassy Accra's political section with specialized law enforcement training expertise for all aspects of INL's Regional Training Center program Political/Economic section at the U.S. Embassy in Accra, Ghana. The LETA will manage the day-to-day oversight, coordination, and liaison of the INL Regional Training Center (which is currently implemented by a third-party contractor), including providing internal controls and accountability for the delivery of equipment, technical assistance, training, and other assistance through the RTC. The LETA will also assist and advise in the implementation of the counter narcotics, rule of law, and law enforcement portfolios in Ghana. RELATIONSHIP The LETA will receive general guidance and report directly to the Political Section Chief (POL Chief), and will send reports simultaneously to the POL Chief and INL/C RTC program officer(s) in Washington, DC. The LETA will also liaise with actors in the region working to combat transnational crime and drug trafficking. These actors include U.S. government officials, host government contacts, civil society organizations, academic institutions, and/or international organizations or commissions. Specific activities will frequently originate from these liaison activities. PERSONAL CONTACTS The LETA will work closely with the Political Section, INL Office of Anti-Crime Programs in Washington, INL personnel, INL Program Offices, and personnel in other Embassy agencies. In addition, the LETA will maintain contact with the police, military, justice sector, and non-government organizations (NGOs) to support, strengthen, and advance the INL RTC program. DUTIES AND RESPONSIBILITIES Substantive: 1.Serve as and the primary liaison for INL RTC-related law enforcement and criminal justice sector training matters at Embassy Accra. Coordinate and communicate INL policy and programmatic efforts related to the Regional Training Center (RTC) with other U.S. agencies, the Government of Ghana (GoG), other international organizations, non-governmental organizations, and program beneficiaries. 2.Provide recommendations for effective RTC law enforcement and criminal justice sector training program, including areas such as transnational organized crime, counter narcotics, rule of law, anti-corruption, anti-money laundering, and countering the financing of terrorism, as appropriate. The LETA will draw on subject matter expertise in criminal justice sector reform and program management involving U.S. government assistance in developing countries. The incumbent will be responsible for the management and oversight of these programs, in coordination with INL/C's RTC program officer in Washington. 3.Advise RTC staff and INL/C on the performance of USG interagency instructors and implementing partners operating in conjunction with INL assets and resources. Evaluate progress towards results and recommend program improvements. 4.Maintain necessary professional relationships with implementers, host government agencies, international organizations and commissions, civil society actors, and other important partners in the fight against transnational crime and drug trafficking. Act as liaison and subject matter expert between these entities and other components of the U.S. Mission. 5.Liaise with and assist implementers, as well as potential implementers, to develop results-oriented training proposals to advance INL RTC programmatic goals while ensuring that any commitments of USG funds are made in keeping with Federal law and State Department policy. 6.Draft letters, cables, and other reports on INL activities under general guidance of the Political Section Chief. Assist in the preparation of such reporting as the annual budget request for International Narcotics, Crime and Law Enforcement (INCLE) funds, the Mission Resource Requests, and the International Narcotics Control Strategy Report (INCSR) parts I and II. Prepare program documentation for RTC-related assistance projects. Help prepare and ensure quality of regular reporting, and create monthly status reports for INL/C. 7.Provide briefings, support program evaluations, and support high-level visits to INL RTC Ghana. This may include briefing Department, Congressional, and other international dignitaries orally and in writing on the INL RTC program. Assist INL/C with preparation and/or clearance of documents for presentation to the U.S. Congress, or audit entities. Develop appropriate itineraries and reserve accommodations for official travelers, as necessary. General INL Coordination: 1.Communicate INL-approved policy in internal and external meetings, and representational events as required. 2.Articulate and promote U.S., Mission and INL policies and goals. 3.Ensure that implementation plans reflect specific project objectives, methods of implementation, activity milestones, measures of effectiveness, and budgetary requirements. 4.In coordination with the Regional Security Office (RSO), develop and maintain an automated database of all host-country personnel receiving INL-funded training, and compile vetting records. 5.Provide programmatic guidance and analysis of developments in the Ghanaian criminal justice sector and narcotics control to the Mission, INL, and Washington, as requested and as appropriate. 6.Advise the Political Section, GoG, and Embassy contacts on appropriate types and levels of support needed to initiate and sustain INL-funded projects. 7.Maintain security awareness and properly handle classified and controlled items and information. 8.Supervise locally employed staff when INL and post determine such additional staff is necessary. GUIDELINES Guidelines include basic legislation, in particular, Chapter 8 of the Foreign Assistance Act (FAA) of 1961, as well as other laws, including other authorities under the FAA, the Arms Control Act, provisions of DOD authorization acts, provisions of the annual Foreign Operations, Export Financing, and Related Program Appropriations Act, which appropriates funds for the INL programs, other supplemental appropriation laws, and the DOS Basic Authorities Act, also contain provisions relevant to the programs for which INL has responsibility. COMPLEXITY This position involves analysis, assessment, planning, organizing, coordination, liaison, and communication regarding complex rule of law and law enforcement projects. SCOPE AND EFFECTIVENESS The LETA will perform broad and extensive assignments related to complex rule of law and law enforcement training programs at the RTC, all of which are of significant interest to both the public and to Congress. MINIMUM QUALIFICATIONS 1.U.S. Citizen able to obtain/maintain Department of State (DOS) Secret Security and medical clearances. 2.Bachelor of Science (BS) or Bachelor of Arts (BA) degree from an accredited institution or equivalent experience in the fields of international development, law enforcement, criminal justice, international relations and public administration. 3.Five years experience working within the U.S. Government in a foreign affairs role, within an international organization, or equivalent. Experience should demonstrate interpersonal and communications skills including extensive overseas experience handling liaison work, particularly dealing with foreign governments officials. Previous experience working within the Bureau of International Narcotics and Law Enforcement Affairs, and/or in the Africa region, is desirable but not mandatory. 4.Five years progressive employment experience in law enforcement, criminal justice sector training, rule of law capacity building, or direct experience in INL-managed programs. 5.Three years' experience in program design, program management and/or monitoring and evaluation of foreign assistance programs or international development. Experience should demonstrate ability to draft related reports/documents, annual budgets, and strategic planning documents. 6.Two years of professional experience in a developing country in Africa. 7.Superior verbal and written English communication skills 8.Superior negotiation, interpersonal and liaison skills dealing with host government and USG officials in a multicultural environment. 9.Ability to obtain/maintain the Contracting Officers Representative (COR) course and either Managing Foreign Assistance Overseas or INL Financial Management courses through the Foreign Service Institute (FSI) within 120 days of arrival at Post. 10.Proficient in Microsoft Office programs, such as Word, Excel, and PowerPoint. 11.Complete the Contracting Officer Representative (COR) distance-learning course through Foreign Service Institute (FSI) within 120 of arriving at Post. Obtain/maintain Federal Acquisition Certification - Contracting Officer's Representative (FAC-COR) Level III Certification within 120 of arriving at Post. (see http://www.fai.gov for details) 12.Proven ability to complete Distance Learning (DL) FSI Introduction to Working in an Embassy (PN113) courses within six (6) months of assignment successfully. PREFERRED QUALIFICATIONS 1.Previous experience working with host governments in Africa. 2.Previous experience managing U.S. government foreign assistance programs. 3.Previous experience with adult learning, learning management systems, and/or law enforcement training design and evaluation. EVALUATIONS CRITERIA Factor 1Program Management and Administration(30 points) Demonstrated knowledge and experience in the application of sound management and program management practices, especially in international programs involving multiple agencies that include foreign government entities. Experience in program management should include familiarity with procurement guidelines, budget development, and program planning, execution, and monitoring and evaluation. Factor 2Law Enforcement/Training Experience(30 points) Demonstrated experience and expertise in rule of law, law enforcement, and/or related training programs. Individual should demonstrate ability to understand, and convey complex criminal justice sector and/or training issues. These include, but are not limited to, law enforcement operations, justice sector issues, financial crimes, drug demand reduction, procurement of commodities and equipment, training development and implementation, and logistics support. Factor 3Liaison and Communication(15 points) Demonstrated experience building and maintaining relationships with host nation officials, U.S. government agencies, international organizations, and non-governmental organizations. Demonstrated ability to communicate complex issues in a timely and concise manner, both verbally and in writing. Factor 4 International Experience (15 points) Demonstrated experience managing programs in foreign environments; to include ability to live, work, and travel in difficult conditions with limited support, manage programs in a complex and fluid environment, and show good judgment in challenging security situations. Factor 5Past Performance(10 points) Past performance evaluation of applicant's ability to perform under a same or similar contract. In conducting the evaluation, the Government reserves the right to utilize all evaluation information available at the time of evaluation, whether provided by the applicant or obtained from other sources. Pre-Award Ethical Responsibilities of PSC (JUN 2011) This solicitation may result in the award of one or more personal services contracts as defined in FAR 2.101. Prior to contract award, all offerors or quotes must advise the cognizant Contracting Officer if they have a personal conflict of interest, such as a financial conflict, that would prevent them from either meeting the requirements of the clause entitled, "Post-Award Ethical Responsibilities of Personal Services Contractors," or otherwise objectively performing their contractual duties upon contract award. VETERAN'S PREFERANCE Veteran's Preference is not applicable to this position.
