Description
This solicitation will contain NSN 1620-01-187-2986 for a DRAG LINK, LANDING GEAR used on the B-52 Stratofortress. A Request for Proposal (RFP) will be issued for award of a firm fixed price contract. This item must be acquired from an approved manufacturer. The approved manufacturers are; Boeing, Cage (81205/ 82918) P/N: 1-80608 Goodrich, Cage (13002) P/N: 1-80608 Heroux-Devtek, Cage (36164) P/N: 1-80608 Canadian Commercial Corp., Cage 98247 P/N: 1-80608 The quantity is as follows: 121 each. FOB: Destination; Inspection: Origin; Acceptance: Destination based on this item being a Government FAT. 90 Days ARO: Delivery of Government First Article 120 Days: Government Testing, Evaluation, and Notification 509 Days: Delivery of Production Unit(s) --------------------------------------- 719 DARO (Days after Receipt of Order) THIS IS AN AIR FORCE DESIGNATED CRITICAL SAFETY ITEM. (CSI) The final contract award decision may be based upon a combination of price, past performance, and other evaluation factors as described in the solicitation. The solicitation issue date is on or about November 06, 2014; In accordance with 10 U. S. C. 2304 (c) (1), other than full and open competition applies. The proposed contract action is for supplies for which the Government intends to solicit and negotiate with only the approved source of supply under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within forty-five days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Award will be made only if the manufacturer meets qualification requirement at time of award, in accordance with FAR clause 52.209-1 or 52.209-2. Specifications, plans or drawings relating to the procurement described are not available and cannot be furnished by the Government. A copy of the solicitation will be available via the DLA Internet Bid Board System (DIBBS) < https://www.dibbs.bsm.dla.mil/ > on the issue date cited in the RFP. From the DIBBS homepage, under the SOLICITATIONS tab, select "Request for Proposal (RFP) / Invitation for Bid (IFB)". Then choose the RFP you wish to download. RFPs are in portable document format (PDF). To download and view these documents, you will need the latest version of Adobe Acrobat Reader. Please submit along with your proposal your company's Individual Small Business Subcontracting Plan, as required by FAR 19.702 for prime contractors that are other than small when contracts will exceed $650,000. The subcontracting plan must describe how much subcontracting will be awarded to each of the specified small business categories; veteran-owned small business, service-disabled veteran-owned small business, HUBZone small business, small disadvantaged business, and women-owned small business concerns. Also, if the overall value of your proposal exceeds $700,000, DLA Aviation Richmond is required by TINA to obtain Certified Cost & Pricing Data; Instructions for submission of a proposal with cost or pricing data is available at FAR Table 15-2.
