Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested, and A WRITTEN SOLICITATION WILL NOT BE ISSUED. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-54. FAR/VAAR clauses and provisions are available electronically respectively at http://www.acquisition.gov/far/index.html (FAR) and http://www.va.gov/oal/library/vaar/ (VAAR). This is a Request for Quotes under VA259-15-Q-0001 and only written responses are being accepted. This request is for a Base Year with the option to exercise Two (2) additional years. This is a total small business set-aside. The North American Industry Classification System (NAICS) Code is 423520, and the size standard is 500 employees or less. Requirement: The contractor shall furnish and deliver 5,700 tons of coal meeting the following: Coal Size ¼ " minimum and 1" maximum Oil Treated Stocker Coal; Sulfur, dry %-1.0; Ash, dry % Max.-8.0; Moisture as received % Max.-25; Btu, dry Min. 12, 200. Coal will be freeze-proofed as required to prevent frozen clumps. Dates and Place of Delivery: Total tons offered (estimated 5,700 tons) from December 1, 2014 to September 30, 2015, delivered as specified in per net ton truck to destination, Sheridan VA Medical Center, 1898 Fort Road, Sheridan, WY 82801-8320. ITEM NUMBERDESCRIPTION OF SUPPLIES/SERVICESQUANTITYUNITUNIT PRICEAMOUNT 1Coal Contractor shall be responsible for providing within 72 hours from date and time of oral or written order sub-bituminous coal in a quantity of up to 100 tons per order at no more than one load per hour and maximum quantity of 40 tons per load. An estimated 5,700 tons of coal will be needed per year. Coal will be shipped with a freeze proofing agent when required to prevent frozen clumps of coal. Coal must be oil-treated for dust control, ash, dry content 10.0% maximum, sulfur, dry 0.5 % averaged over entire contract period, moisture as received 25% maximum, Btu's dry minimum 11,500, coal size 1/4" minimum and 1" maximum. Contractor must meet all federal and state requirements. Contractor shall provide one Short Proximate coal analysis from a representative sample for each 200 tons of coal delivered. In addition, Contractor shall provide one Minerals Ash Analysis with mercury from a representative sample for each 1000 tons of coal delivered. This quote request is for a base year with the option of (2) Two additional years contract. Base year quote is for the period of performance of 12/1/2014 - 9/30/15 Option Year (1) One quote is for the period of performance of 12/1/2015 - 9/30/2016 Option Year (2) Two quote is for the period of performance of 12/1/16 - 9/30/175,700.00TN____________________________________ GRAND TOTAL__________________ Please quote price per ton for coal, and applicable delivery/fuel charges. The offeror shall submit, with the offer, the name and address of the company supplying the treatment medium. Contractor shall provide coal proximate analysis once per 200 tons and a Minerals Ash Analysis once per 1000 tons. Deliveries not meeting specifications or containing excessive debris or fines will be refused. Coal re-loading due to refusal of delivery will be at the Contractor's expense. Provisions, Contract Terms and Conditions: The provision at 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition. The provision at 52.212-2, Evaluation - Commercial items, does apply to this acquisition. This acquisition will be evaluated by Lowest Price Technically Acceptable (LPTA). The provision at 52.212-3, Offeror Representations and Certifications - Commercial Items, applies. The clause at 52.212-5, Contract Terms and Conditions to Implement Statutes or Executive Orders - Commercial Items, applies. The government anticipates a single award. This will be a firm fixed price supply contract. Award will be made to the responsible offeror whose quote, conforming to the specifications and solicitation, is the lowest price. Instructions to Offerors: Offers are due by 12:00 PM MST November 14, 2014. Offers shall be submitted via e-mail to Victor.McCoy@va.gov.
