Sources Sought Notice (.doc) Agency/Office: Department of Health and Human Services, Administration for Children and Families, Office of Head Start Solicitation No: 15-233-SOL-00019 Title: OHS Regional Training and Technical Assistance Network Sources Sought Notice This is a Small Business Sources Sought Notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding: (1) the availability and capability of qualified small business sources; (2) whether they are small businesses; HUBZone small businesses; service-disabled, veteran-owned small businesses; 8(a) small businesses; veteran-owned small businesses; woman-owned small businesses; or small disadvantaged businesses; and (3) their size classification relative to the North American Industry Classification System (NAICS) code for the proposed acquisition. Your response to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. An organization that is not considered a small business under the applicable NAICS code should not submit a response to this notice. Background Head Start is a nationwide comprehensive child development program serving eligible children from birth to five and their families. Head Start is child and family focused and has the overall goal helping children from low-income families become ready to succeed in school. Administered by the Office of Head Start (OHS) in the Administration for Children and Families (ACF), funds are provided through grants to local public agencies, private organizations and Indian tribes. Approximately 1,800 Head Start and Early Head Start grantees provide services in early childhood development and education, health, dental health, mental health, nutrition and parent and family engagement. Purpose and Objectives The purpose of this requirement is to acquire services that will provide local grantees with high-quality, sustained, and intensive training and technical assistance that, "to the maximum extent practicable," improves the capacity of local programs to deliver services that, at a minimum, meet or exceed the following priority areas described in section 641 (A)(a)(1) of the Head Start Act, as amended December 12, 2007: correction of findings identified through the federal monitoring system; school readiness; and, the professional development needs of staff. Project Requirements The Program Support Center, on behalf of the Office of Head Start (OHS), is seeking the procurement of 12 Regional TTA contracts for the following entities: • Region 1 - includes Connecticut, Maine, Massachusetts, New Hampshire, Rhode Island and Vermont • Region 2 - includes New Jersey, New York, Puerto Rico and Virgin Islands • Region 3 - includes Delaware, District of Columbia, Maryland, Pennsylvania, Virginia, and West Virginia • Region 4 - includes Alabama, Florida, Georgia, Kentucky, Mississippi, North Carolina, South Carolina, and Tennessee • Region 5 - includes Illinois, Indiana, Michigan, Minnesota, Ohio, and Wisconsin • Region 6 - includes Arkansas, Louisiana, New Mexico, Oklahoma, and Texas • Region 7 - includes Iowa, Kansas, Missouri, and Nebraska • Region 8 - includes Colorado, Montana, North Dakota, South Dakota, Utah, and Wyoming • Region 9 - includes Arizona, California, Nevada, and Hawaii/Outer Pacific (American Samoa, Guam, the Commonwealth of the Northern Mariana Islands, and the Republic of Palau) • Region 10 - includes Alaska, Idaho, Oregon, and Washington • Region 11 - includes American Indian/Alaska Native grantees in 26 states across the country • Region 12 - includes Migrant and Seasonal grantees in 37 states across the country Specific expertise and experience is sought regarding the provision of training and technical assistance that positively impacts the developmental and educational outcomes for children birth to five. Respondents must be able to demonstrate the capacity to recruit, retain, and effectively manage highly skilled professionals with the degrees, qualifications and years of experience detailed below for the positions of Training and Technical Coordinator, Regional Early Childhood (EC) Manager, Early Childhood Specialists, Grantee Specialists, and several other support positions. Each region's TTA contract will include Early Childhood (EC) Specialists, with the number proportionate with the number of grantees and delegates within that region. There are two categories of EC Specialists: preschool and infant toddler. The work of these specialists will be directed toward school readiness, family engagement, and the professional development needs of teaching staff. In addition, the work of several EC specialists will be directed toward the development of strong collaborative relationship with child care and other early childhood entities in the states. The Early Childhood (EC) Specialist position requires a minimum of a BA or BS Degree, with a preference for a Master's degree. The degrees for at least 75% of the EC Specialists must be in Early Childhood Education/Development or related field. If the highest degree was awarded more than ten years ago, the resume should be specific regarding courses, conferences, seminars attended that ensure the specialist remains current in the field of early childhood education/development. Individuals proposed as Preschool EC Specialists are required to have a minimum of 5 years' experience in programs for young children. This experience should include the provision of training and technical assistance to teachers/home visitors, family child care providers, and/or education managers in early childhood programs. Individuals proposed as Infant Toddler ECs must have a minimum of a BA or BS Degree, with a preference for a Master's degree, in Early Childhood Education/Development with coursework specific to infant and toddler development. The experience of these specialists must include experience with programs serving infants and toddlers, including the provision of training and technical assistance to teachers, home visitors, family child care providers, and/or education managers. In addition, the government is seeking to secure the services of several Grantee Specialists for each region. These specialists will be deployed by the regional office to provide training and technical assistance for grantees with findings identified through the monitoring system. Grantee specialists will also work with grantees with multiple areas of noncompliance, grantees with concerns raised through risk management meetings, or with grantees about which concerns have been raised though other data sources, such as the Program Information Report (PIR). The Grantee Specialist position requires a BA or BS Degree, with a preference for a Master's degree. A minimum of 5 years of experience related to program design and management of fiscal operations in or with Head Start/Early Head Start programs and the development and implementation of comprehensive management systems is also required. In each region, there will be a TTA Coordinator who will work with federal personnel to coordinate and supervise the work of the TA specialists. The TTA Coordinator will also be responsible for the implementation of quality assurance processes to ensure the appropriate provision of TTA and contract deliverables. The TTA Coordinator position requires a BA or BS Degree, with a preference for a Master's degree in a field related to program design and management. A minimum of 7 years' experience is required with 10 years preferred. This experience must include at least 3 years with the provision of high level technical assistance and consultation to Head Start programs; 3-5 years of progressive supervisory/management experience with a preference for experience managing remote-located staff/teams; and expertise and experience in budget oversight and management. The Regional EC Manager position requires a minimum of a BA or BS Degree, with a preference for a Master's degree, in Early Childhood Education/Development, Education Leadership, or related field from an accredited university or college. A minimum of seven years of experience is required. This experience must include at least 3 years with the provision of high level technical assistance and consultation to Head Start or other early childhood programs related to programming to improve the school readiness of Head Start children and 3-5 years of progressive supervisory/management experience with a preference for experience managing remote-located staff/teams. The place of performance for most contract staff will be at a physical location within the region for which the awarded contract is providing services. To provide economies of scale, the use of home offices is strongly encouraged. Services may be provided off-site, on-site, through virtual media, or a combination thereof. Other places of performance include, but are not limited to, contractor physical locations, Head Start grantee facilities, hotel meeting rooms, ACF Regional Offices, at third-party sponsored conferences and other locations throughout the U.S. Anticipated Period of Performance July 1, 2015 - June 30, 2016, with 4 possible 1-year options. Capability Statement/Information Sought Respondents must provide a capability statement which demonstrates the following minimum requirements: (1) The capacity to implement comprehensive training and technical assistance for the Early Head Start and Head Start community. (2) Demonstrated experience supporting the training and technical assistance needs of early childhood programs serving children from birth to five, including programs serving pregnant women, infants and toddlers. (3) Institutional experience collaborating with state-level early childhood organizations such as Head Start Collaboration Office, State Advisory councils, State Head Start Associations, Child Care and other organizations that represent early childhood providers within states. (4) Demonstrated experience providing training and technical assistance specific to child assessment, teaching, and curriculum implementation. (5) Demonstrated experience providing early childhood programs with training and technical assistance that is age, developmentally, culturally, and linguistically appropriate to a variety of populations. (6) The capacity to recruit and retain highly skilled professionals in accordance with the mandatory educational/experience requirements listed above for: Early Childhood (EC) Specialists, Grantee Specialists, TTA Coordinators, and EC Managers. CAPABILITY STATEMENTS MUST DEMONSTRATE THE MINIMUM REQUIREMENTS OUTLINED ABOVE AND NOT EXCEED 15 PAGES. Additional Information Requested Respondents must include their DUNS number, organization name, address, point of contact, and size and type of business (e.g., 8(a), HUBZone, etc) pursuant to the applicable NAICS code. Responses must be double-spaced letter-page format (8.5" x 11") with 1" margins on all sides, using a standard font no smaller than 12 point. Please limit all capabilities to 15 pages. Responses will not be accepted after the due date.
