POC: SrA Courtney Broughton; 702-652-5354; Courtney.Broughton.1@us.af.mil Section 1: Description of Service: General Requirements: Contractor shall provide one A6M, one P-51, and one F8F aircraft, all personnel, equipment, tools, materials, supervision, and other items and services, except for fuel, oil, and smoke oil, to support the 2014 Nellis Air Force Base (AFB) Open House (Organizer). All of the pilots must be formation-qualified and FAST-carded, must have participated in a Korean War Aerial Reenactment in the past three years, two of the planned pilots must hold Statement of Aerobatic Competency (SAC) cards. Contractor Requirements: The contractor shall ensure all personnel and aircraft meet all requirements for flight as detailed in Federal Aviation Regulations (FARs) and within the limitations prescribed by the Nellis AFB Open House FAR Waiver (FAA Form 7711-1). Aerial Demonstration Requirements: The contractor shall fly one performance per day with each aircraft, lasting not more than 25 minutes. The A6M will fly in a reenactment of Las Vegas Army Airfield bomber gunnery training and WWII combat operations, and the P-51 and F8F will fly in a Korean War reenactment. The contractor, in his sole discretion, shall determine if weather conditions allow the conduct of any flight by the contractor. Static Display Requirements: The contractor shall make all aircraft available for static display before and after each flight, for the duration of that day's open house. Based on Air Force policy the Contractor shall not solicit donations as additional compensation from the public on an Air Force installation unless the Contractor is a "War Bird" 501(c)(3) private organization. Air Force shows are free to the public and charge no admission. The Contractor may not display or present any signage or person charges for an admission fee in any way, shape, or form to tour an aircraft or display. However, unsolicited donations are permissible as long as no signage or person block or interfere with view of the aircraft by the public and displayed as "donation." Merchandise Sale Requirements: The contractor may sell items in conjunction with their static display provided items for sale are specifically related to the A6M, P-51 or F8F. No item for sale may imply DoD or Air Force endorsement. Period of Performance: Contractor shall arrive with all aircraft at Nellis AFB not later than 1700 PST on 06 November 2014. Contractor shall not depart Nellis Air Force Base prior to 1300 PST on 09 November 2014, and if staying until Monday will plan on departing NLT 1000 PST on 10 November 2014. Pre-Show Requirements: The Contractor, or a Contractor's representative, will attend a pre-show briefing each day of the Nellis Open House, including practice day. The Contractor's failure to attend the pre-show briefing will result in cancellation of that day's performances and the Contractor's fee will be adjusted accordingly. Section 2: Government Furnished Property/Services: Deposits. The Organizer will not pay any deposits. All costs will be inclusive and will be paid in one lump sum. Payment will be made within 30 days of receipt of invoice and material inspection and receiving report (DD-250). Lodging. The Contractor will not include a fee for lodging. Six non-smoking, double-occupancy rooms located at the Nellis AFB Lodging will be provided by the Organizer from 06-09 November 2014. Contractor, and all individuals/Sub-Contractors assisting the Contractor in the execution of this PWS and/or accompanying the Contractor under terms of this PWS, will be responsible for paying for all sundry items consumed. A credit card for each room provided will be required upon check-in to cover any sundry item costs. Transportation. The Contractor shall be responsible for making their own agreements/ arrangements with a rental car company. Section 3: Additional Information: Logistics: (1) Fuel. The Organizer will provide AVGAS for all three aircraft as follows: ferry flight replenishment after arrival, all fuel required to perform Open House flights and a top off prior to departure. Total fuel provided by the Organizer during the course of the Nellis AFB 2014 Open House for the A6M, P-51, and F8F shall not exceed 700 gallons. (2) Oil. The Organizer will provide 12 gallons of Aeroshell W120 engine oil total for the three aircraft. (3) Smoke Oil. The Organizer will provide six (6) gallons of Aviation smoke oil for the A6M. (4) Hangar Space. The Organizer will provide hangar space as available, on a non-interference basis, free of charge. Space is limited and should not be expected. Aircraft security on the parking ramp will be provided during all hours day and night for the duration of the event. Crowd control will be provided by the Organizer such that Contractor's aircraft will not be overburdened by spectators at all times while at the show site. Report of Damage, Destruction, Injury, or Death: (1) The Contractor shall report all incidents of damage or destruction to property, or personal injury or death to any person, arising out of and during the performance of this contract. For the purposes of this paragraph, the term "property" includes equipment, freight, or property of any type, whether Government-owned or not, and the term "Contractor" includes the Contractor, its agents, or employees. If incident occurs on base, the 99th Security Forces Squadron (SFS) Law Enforcement Desk at 652-2311 shall be notified within 5 minutes of the occurrence. (2) The Contractor shall submit the following reports to the Contracting Officer and the Government Representative appointed after the incident: - A preliminary written report, to include witness statements, as soon as practicable. - A complete written report within 96 hours of the incident. Contractor's Liability Insurance: The Contractor will maintain personal liability insurance with limits of one million dollars ($1,000,000.00) per aircraft/occurrence for bodily injury or property damage. To provide evidence of the above coverage, Civil Aircraft Certificate of Insurance (DD Form 2400) will be provided under this agreement before arrival at Nellis AFB. Civil Aircraft Landing Permit (DD Form 2401) and Civil Aircraft Hold Harmless Agreement (DD Form 2402) will also be required prior to arrival. END OF PERFORMANCE WORK STATEMENT
