- Terms & Conditions This notice is a Notice of Intent. The Government intends to negotiate on a sole source basis with The University of Pennsylvania to cover Tuition Assistance. This acquisition will be made in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6 "Streamlined Procedures for Evaluation and solicitation for commercial Items," as applicable, and as supplemented with additional information included in this notice. This announcement constitutes the only notice; quotes are not being requested and a written solicitation will not be issued. Submit offers on NOI-RML6-15003. This acquisition is a Notice of Intent (NOI). The solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC)2005-77 Oct 14, 2014. The North American Industry Classification System (NAICS) code for this procurement is (611310) with a small business size standard of $25.5M. This requirement is not set aside for small business. The National Institute of Allergy and Infectious Diseases (NIAID), Laboratory of Host Defense, is seeking to purchase the following Tuition Assistance in accordance with the Immunology Graduate Group of Biomedical Graduate Studies and the University of Pennsylvania and the Intramural Research Program within the National Institute of Health. The Immunology Graduate Group (IGG) of Biomedical Graduate Studies (BGS) at the University of Pennsylvania and the Intramural Research Program (IRP) of the National Institutes of Health (NIH) have a shared interest in scientific progress in the field of Immunology, as well as in the training of the next generation of outstanding investigators that will advance the field in the interest of national health. Based on a long history of excellence in immunology research at both the University of Pennsylvania and the NIH IRP, it is valuable to jointly cooperate in the training of doctoral students in Immunology which it is hoped will lead to better collaborative interactions and joint scientific research between faculty and scientists from these institutions. This Memorandum of Understanding (MOU) establishes general terms for collaboration between the NIH IRP and the BGS IGG to support these shared interests. The NIH IRP will provide, through designated members of its research staff and laboratory facilities, mentoring of pre-doctoral students enrolled in the Immunology Graduate Group of Biomedical Graduate Studies at the University of Pennsylvania. The University of Pennsylvania will provide didactic training and academic support including the awarding of doctoral degrees to candidates that have successfully completed the requirements specified by the University and its faculties. This relationship will also link together two groups of investigators located on geographically separate campuses for the advancement of knowledge and research in the discipline of Immunology. To establish and maintain this relationship in a mutually beneficial fashion, the following terms are proposed. All shipping/handling charges must be quoted upfront. Place of Performance: NIH/NIAID Bethesda, MD 20892 United States Award will be based on the capability of the item offered to meet the above stated salient characteristics, price, past performance, delivery, warranty, and the best value to the government. This is an open-market Notice of Intent for the The University of Pennsylvania to cover Tuition Assistance as defined herein. The government intends to award a purchase order as a result of this notice that will include the terms and conditions set forth herein. To facilitate the award process all quotes must include a statement regarding the terms and conditions herein as follows: "The Terms and conditions in the notice are acceptable to be included in the award document without modification, deletion or addition." OR "The terms and conditions in the notice are acceptable to be included in the award document with the exception, deletion, or addition of the following:" (Quoter shall list exception(s) and rationale for the exception(s).)
