- **PLEASE READ: THIS IS A PRE-SOLICITATION NOTICE. NO OTHER INFORMATION IS AVAILABLE UNTIL THE SOLICIATION IS ISSUED ON THE DATE IDENTIFIED BELOW. SOLICITATION DOCUMENTS: The solicitation will be issued as a Request for Quote (RFQ) requiring both price and technical proposals responding to evaluation criteria described in the solicitation. Documents will be available to download from this website on or about October 22, 2014. DESCRIPTION: The intent of this contract is to furnish all labor, equipment, supervision and materials necessary to restore existing roads' drainage features prior to excessive winter weather. This work includes constructing rolling dips, grading roads, cleaning ditches, reconditioning, repairing and cleaning existing drainage structures, installing new drop inlet covers and installing flared end sections on existing culverts. PROJECT LOCATION AND ACCESS: The project sites are located along Forest Service roads within the Cougar Creek and Elk Creek drainages area of the Happy Camp Complex Fire perimeter which are on the Happy Camp Ranger District of the Klamath National Forest. The Project Roads are primarily approximately 10 miles south of Happy Camp, California. Happy Camp is approximately 70 miles west of Yreka, California. The project is located in Siskiyou County. PRICE RANGE: The price range is between $25,000 and $100,000. CONTRACT TIME: The estimated start work date is November 12, 2014. Contract time is 30 calendar days from the effective date of the Notice to Proceed. See solicitation documents for further details. BONDS: A Payment Bond or Irrevocable Letter of Credit (ILC) in the amount of 100% of the contact price will be required of the successful contractor within 10 days of award. SITE VISIT: A scheduled site visit is not planned. However, offerors or quoters are urged and expected to inspect the site where services are to be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance, to the extent that the information is reasonably obtainable. In no event shall failure to inspect the site constitute grounds for a claim after contract award. SET-ASIDE: This procurement is 100% set aside for small business. NAICS code 237310, with a size standard of $33.5 million average annual receipts. RESPONSE TIME: Offers will be accepted at the Northern California Acquisition Service Area, Redding Office, located within the Shasta-Trinity National Forest Headquarters at 3644 Avtech Parkway, Redding, CA 96002 NO LATER than the date and time indicated on the solicitation. SAM REGISTRATION REQUIREMENTS: Prospective contractors must be registered in the System for Award Management (SAM) prior to award, see solicitation documents for further details. SAM is a consolidation of the former Central Contractor Registration (CCR) and On-line Representation and Certification Application (ORCA) databases. PLAN HOLDERS LISTS: The Interested Vendors List (IVL) on this site has replaced the Plan Holders Lists available in the past. To register as an interested vendor, select Register as an Interested Vendor and follow directions on the site. The IVL is the only such list maintained for this procurement.
