Description
NAVSUP Fleet Logistics Center (NFLC) Norfolk Contracting Department, Philadelphia Office intends to acquire the abstraction and analysis of clinical data for approximately 170 Judge Advocate General (JAGMAN) health care investigations, as well as 45 Active Duty investigations, for a total of 215 investigations per year in support of the Department of the Navy, Bureau of Medicine and Surgery (BUMED) Risk Management Office. The proposed procurement is being processed on a full and open competitive basis. The sources sought synopsis number was N001890143142. The NAICS code for this acquisition is 541990 and the standard is $15.0M. The period of performance for the resultant contract will be 01 January 2015 through 31 December 2015, with four one-year option periods. In summary, these investigations shall include the analysis, evaluation, summarization, abstraction for risk factors, identification of risk reduction strategies, data management, and the coordination of the medical specialty reviews for the quality assurance reviews and the Judge Advocate General (JAGMAN) investigations. Among the investigations, approximately 75 paid medical malpractice cases per year require an additional review, consisting of the abstraction, management and comprehensive analysis of clinically pertinent data prior to closure. The contractor shall also support other time sensitive risk management activities, including malpractice verification requests as needed, analyzing and summarizing root cause analyses (RCA) aggregate summary reports and Failure Mode and Effect Analyses (FMEA) reports, database maintenance, and follow up on team training programs. Tasks require use of Government designated malpractice databases and the NPDB (National Practitioner Data Bank) reporting system. The resultant contractor shall extract data from CCQAS (Centralize Credentials Quality Assurance System) and multiple reports, including JAGMAN and Patient Safety (PS), for data mining projects. Both the BUMED computer systems and the CCQAS and other DoD databases are CAC enforced. Additionally, all employees shall provide the following documentation at least 30 days prior to the individual ™s start date: 1) SF 86 Questionnaire for Non-Sensitive Positions; 2) Two FD-258 Applicant Fingerprint Cards; and 3) Original Signed Release Statements. A section addressing security processes such as CAC issuance, access to DoD/MTF information systems and submission of timely documentation is requested. At a minimum, the contractor must be familiar with: 5.1, DoD Instruction 6025.13; 5.2 DoD Regulation 6025.13R, 5.3, BUMED National Practitioner Data Bank (NPDB) Instruction; 5.4, JAG Manual Investigation; 5.5, DD Form 2526, Case Abstract for Malpractice Claims; 5.6, Section 1102 of title 10, United States Code; 5.7, Joint Commission on Accreditation of Healthcare Organizations (JCAHO) Manuals Applicable to Health Care, current editions; 5.8, DoD 6025.17; 5.9, BUMED 6010.23; 5.10, BUMED 6010.21. A Firm Fixed Price contract is anticipated. The Government intends to use the policies contained in FAR Subpart 13.5, Test Program for Certain Commercial Items, and FAR Part 12, Acquisition of Commercial Items. Quoters will submit a non-price submission and price submission as required by the solicitation. The non-price submission will be considered more important than price.
