Description
THIS SOURCES SOUGHT NOTICE IS FOR MARKET RESEARCH PURPOSES IN ACCORDANCE WITH THE FEDERAL ACQUISITION REGULATION (FAR) PART 10. IT DOES NOT CONSTITUTE A SOLICITATION AND IS NOT TO BE CONSIDERED AS A COMMITMENT BY THE GOVERNMENT. THIS SOURCES SOUGHT NOTICE IS A REQUEST FOR INFORMATION (RFI) BEFORE THE RELEASE OF ANY RESULTANT SOLICITATION. THIS IS NOT A REQUEST FOR A PROPOSAL AND DOES NOT GUARANTEE THE RELEASE OF ANY SOLICITATION. The Department of Veterans Affairs is conducting sources sought to obtain information regarding: A Biofeedback System The intent of this notice is to determine the availability of qualified commercial sources technically capable of providing the items below: SPECIFICATION/STATEMENT OF WORK 1. DESCRIPTION OF ITEMS: Fully integrated physiological monitoring/treatment system capable of concurrently collecting and analyzing diverse physiological measures (e.g., 19 channels EEG, ocular movement, skin temperature, oxygen saturation, heart rate, heart rate variability, skin conductance response, hemoencephalography) as well as software that facilitate the use of some/all of the above in developing and implementing treatment protocols via biofeedback. The system must include algorithms for ensuring data fidelity during data collection (e.g., continuous display of EEG/other data being collected, continuous impedance monitoring). The system must be sufficiently flexible to accommodate both standard and customized configuration and must have software that allows simultaneous capture of diverse physiological data, analysis of said data/development of integrated treatment protocols, and provision of treatment within the biofeedback paradigm. 2. EQUIPMENT REQUIREMENTS: A. Specifications of component equipment as set forth in this section are minimum specifications, unless otherwise stated, and shall not be construed as limiting the overall quality, quantity or performance characteristics of items furnished in the system. The Contractor Furnished Equipment (CFE) shall meet or exceed the minimum requirements and shall be held responsible for the supply, performance and overall quality of the contractor's furnished equipment. B. All equipment to be supplied under this specification shall be new. C. The requested system must be able to perform the following functions: "32 channels "Concurrent (simultaneous) recording capability of: Full 19 channel EEG Ocular and EKG leads Peripheral parameters (skin conductance, hand temperature, blood volume pulse, respiration, oximetry) "A sampling rate sufficient to accurately detect slow cortical potentials (2048 Hz) "Dynamic impedance monitoring which permits ad lib assessment of contact fidelity throughout the recording session "HEG capable "Integrated software capable of: Dual screen presentation (trainer, trainee) Compatibility with Neuroguide and ability to collect data through a Neuroguide Collection module Capabilities to monitor, train, and analyze physiological data captured by the system Data export capability for data analysis Potential offerors having the capabilities necessary to provide the described requirement are invited to provide a capabilities statement via e-mail. The capability statements must include the following: 1) Company name and Point of Contact information (address, telephone, e-mail, web-site, etc.); 2) DUNS number and CAGE code. Responses are due no later than 1200 CDT, Tuesday, 28 October, 2014, and shall be electronically submitted to: arlene.blade@va.gov. All responses will be used to determine the appropriate acquisition strategy for a potential future acquisition. Response is strictly voluntary; no reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow-up information requests.
