- This announcement describes the Solicitation/Request for Offer for the DUATS II acquisition, as well as, provides information regarding other Flight Services acquisitions. I.PURPOSE The purpose of this announcement is to inform industry of the FAA ™s intent to conduct a limited competition for Direct User Access Terminal Service (DUATS) II and provide information on Flight Service Station (FSS) and Flight Service Direct (FSD). II.FLIGHT SERVICE STATION (FSS) The FAA intends to conduct a competitive source selection for a new Flight Service Station (FSS) contract that includes the end-state flight service requirements within CONUS, Hawaii, and Puerto Rico. The anticipated contract award date for a new FSS contract is Q3 FY 17. The end-state requirements will take advantage of existing and developing technologies and result in a more cost effective footprint. It is anticipated the ability for pilots to plan flights, file flight plans, and perform self-briefings via internet -based automated functions will remain as a requirement of the new contract. The estimated period of performance for the new contract is anticipated to be one (1) three-year base period and seven (7) one-year options. In the interim, the FAA requires current internet-based automated flight service functions provided under DUATS to continue until the functionality is provided solely under the new competitive FSS contract. The competed DUATS II contract will be subsumed by the new FSS contract. III.DIRECT USER ACCESS TERMINAL SERVICE (DUATS) II The FAA intends to conduct a limited competition between the three incumbent service providers (Computer Science Corporation (CSC), Data Transformation Corporation (DTC), and Lockheed Martin) with operational internet-based automated pre-flight flight service systems that can meet the DUATS II requirements, are compliant with FAA Security requirements, and will be operational on March 17, 2015. The period of performance for the resulting contract(s) will be one (1) one-year base period and four (4) one-year options. Both of the current DUATS contracts (Contracts DTFAWA-08-C-00119 and DTFAWA-08-00121, with CSC and DTC, respectively) expire on March 16, 2015. No additional option periods are available. The FAA requires a fully operational DUATS II system on March 17, 2015. The FAA is considering a limited competition between the three incumbent service providers due to security requirements that must be met for a DUATS II system to be operational in the NAS in accordance FAA Order 1370.82A. The estimated time for a new vendor to achieve FAA Security Certification & Authorization is at least 6-9 months. Time to conduct these security activities is not available. Only the three current operational systems can meet the DUATS II requirements, are compliant with FAA Security requirements, and will be able to be operational by March 17, 2015. These systems are provided under the current DUATS contracts and the Automated Flight Service Station (AFSS) contract (Contract DTFAWA-05-C-00031).
