Description

The Department of Veterans Affairs, Network Contracting Office 7, hereby provides notice of its intent to award a sole-source, firm fixed contract to Palmetto Isotopes, 405 House Rd, Ridgeland, SC 29936-6946. Funding will be less than $3,000,000.00, including four, 12 month options. The contract is expected to be awarded under FAR 6.302-1. A Justification and Approval for Other Than Full and Open Competition has been prepared. The period of performance shall be a base year beginning 12 months from award, with four additional 12 month option years. The contract will provide for the manufacture and delivery of Non-HEU Radioisotopes (list included) in Accordance with the January 03, 2014 Department of Veterans Affairs (VA) Memorandum from the Under Secretary for Health. This memo states that the White House Interagency Policy Committee has requested that the VA preferentially procure medical radioisotopes from non-High Enriched Uranium (HEU) sources. Requests for Radioisotopes will be placed daily, if required, for the next day delivery during working hours. There may be requests placed during other than normal working hours, which must be delivered within 45 minutes for an emergency. Items are to be delivered daily to the Ralph H. Johnson VA Medical Center, 109 Bee Street, Charleston, SC 29403. NAICS code: 325412 PHARMACEUTICAL PREPARATION MANUFACTURING (SBA Size Standard 750 Employees) The services required meet Department of Veterans Affairs' legal obligation to continue to receive, without interruption, the supply of the required Radioisotopes vital to Patient Care. The results of a recent (September 2014) solicitation and proposal evaluation process for the same items and delivery requirements demonstrated that only one source can meet these requirements. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, interested parties may identify their interest and capability to respond to this requirement no later than October 28, 2014, 10 AM, EDT. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The Department of Veterans Affairs will NOT be responsible for any costs incurred by interested parties in responding to this notice of intent. Only written responses will be considered. All responses from responsible sources will be fully considered. As a result of analyzing responses to this notice of intent, the Government shall determine if a solicitation will be issued. Any prospective contractor must be registered in the System for Award Management (SAM) in order to be eligible for award. Interested parties are encouraged to furnish information by email only with "RESPONSE TO INTENT TO SOLE SOURCE RADIOISOTOPES" in the subject line. All documents submitted will not be returned.
