- THIS NOTICE IS PROVIDED FOR INFORMATIONAL PURPOSES ONLY. THIS OPPORTUNITY IS AVAILABLE FULL AND OPEN; THIS OPPORTUNITY WILL NOT BE SET-ASIDE FOR SMALL BUSINESS. This announcement constitutes only the pre-solicitation notice; proposals will be requested and a written solicitation will be issued on or around 15 January 2015. Proposals will be due approximately 30 days after the solicitation is posted. Solicitation number FA4600-14-R-0018 is being issued as a REQUEST FOR PROPOSAL (RFP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-74. All applicable provisions and clauses are included in the actual solicitation. This electronic announcement constitutes the only the pre-solicitation notice being issued. The North American Industry Classification System (NAICS) code is 236220, and the small business size standard is $33,500,000.00. This solicitation will be offered full and open; this will not be set-aside for small business. The Government intends to issue a firm fixed price construction contract with a Period of Performance (PoP) of 460 calendar days. This project consists of construction of 16 Temporary Lodging Facility (TLF) units (2 new 1-story buildings, each with 8 units for a total of 16), an approximate size of 21,900 square feet. One building will include staff restrooms, housekeeping and laundry, linen storage, break room, employee office, bulk storage, janitor/supply closet, and mechanical, electrical, and communications rooms. The project also includes site paving for parking and sidewalks, landscaping with irrigation system, site lighting, an automatic wet pipe sprinkler system, addressable fire alarm and detection system, and a Mass Notification System throughout all areas of the TLF. All work shall be performed in accordance with the terms and conditions set forth in the contract specifications and drawing sheets which shall be made available on the Internet at the Government Point of Entry (GPE) website, which is at the following address: https://www.fbo.gov. If these documents cannot be posted, specific instructions to view the contract specifications and drawing sheets will be included in the solicitation package. Please reference solicitation number FA4600-14-R-0018 on all correspondence. Project magnitude is between $5,000,000.00 and $10,000,000.00. The Government reserves the right to cancel this solicitation either before or after the closing date. All contractors shall be System for Award Management (SAM.GOV) registered at https://www.sam.gov/portal/public/SAM/. Contractors must be registered in the SAM.GOV database before a contract can be awarded to your company. Please acknowledge all requirements of the solicitation in the proposals.
