Description
The Naval Air Warfare Center Training Systems Division (NAWCTSD) Orlando intends to negotiate, on a sole source basis, a contract for the procurement of a Hawaiian Island Database (HIDB) for the H-1 program under authority of Federal Acquisition Regulation (FAR) 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. This acquisition is to integrate a HIDB into the existing UH-1Y Flight Training Device (FTD) 2F196B S/N 3 located at Marine Corp Air Station (MCAS) Kaneohe Bay, Hawaii (K-Bay). This approach ensures that the HIDB will be in the correct run-time format and configuration to integrate and operate with the existing FTD ™s systems. Additionally, this approach ensures HIDB features, functionality, and integration with the FTD ™s existing systems will meet H-1 aircrew flight training requirements and eliminates negative training and safety issues resulting from incorrect HIDB functionality and format. In order for a suitable HIDB to be installed on the trainer if must be in the Vital 1100 run-time format for the visual system to properly display dynamic and moving models (rocket fire, ground personnel, own ship, etc.), aircraft, vehicles, cultural features, airports, landing zones, and weather patterns/effects that are all essential to training aircrew. There currently exists only one known source for equipment and tools necessary for developing and installing visual databases in the Flight Safety International (FSI) propriety Vital 1100 series format. The Vital 1100 format and the database generation systems were developed exclusively by FSI to support its commercial and military aircraft business units. The Government neither has possession nor rights to systems and resources capable of developing and installing a Vital 1100 HIDB in the 2F196B-3. Furthermore, FSI is the lead integrator and installer of all databases into the 2F196B-3 visual system. Since the FTD is a new procurement, no other source of technically trained and experienced individuals exists that could successfully install and integrate the new HIDB. The lack of equipment and skill sets available from any other source prevents the Government from procuring and installing a HIDB into the FTD. FAR Part 6.302-1(2) states that śWhen the supplies or services required by the agency are available from only one responsible source, or, for DoD, NASA, and the Coast Guard, from only one or a limited number of responsible sources, and no other type of supplies or services will satisfy agency requirements, full and open competition need not be provided for. ť Since market research has yielded no evidence that an alternative source exists that is capable of effectively developing the HIDB in the correct run-time format and integrating it into the existing FTD systems, this acquisition will be sole source. This synopsis is not a request for competitive proposals. It is a notice that outlines the Government ™s intent to contract on a sole source basis with Flight Safety International. Interested sources desiring to contest this synopsis may do so by asserting its supportable rationale via email to EbonĂ© Neal, ebone.neal@navy.mil in an electronic format that is compatible with Word 2010, no later than 30 October 2014 at 1400 EST. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. All information shall be furnished at no cost or obligation to the Government. No solicitation document is available. If no written contest to this synopsis is received, a Justification and Approval (J and A) in accordance with FAR Part 6.303 based on the rationale provided above will be initiated. If conducted as sole source procurement with Flight Safety International, no further synopsis will be provided.
