Description

JUSTIFCATION FOR OTHER THAN FULL AND OPEN The Department of Homeland Security (DHS), U.S. Immigration and Customs Enforcement (ICE) Office of Acquisition Management (OAQ), proposes to enter into a contract on a basis of other than full and open competition for the Enforcement and Removal Operations (ERO), San Francisco Field Office, located at 800 Truxton Ave., Bakersfield, CA 93308. ERO's mission is to enforce the nation's immigration laws. ICE/ERO transports removable aliens from point to point, manages aliens in custody and removes convicted criminals who pose a threat to national security, fugitives and recent border entrants. ICE Agents are required to complete annual fire arm training, requiring access to a firing range. The firing range is used as part of ICE/ERO Defensive Tactics for continuance of training and recertification for officers quarterly, as per the July 07, 2004 ICE Interim Firearms Policy and May 24, 2006 Memorandum on Advanced Firearms Training Exercise. The range used for qualifying, must be outdoors to provide tactical practice, and qualifying (the shooters move around a course rather than at stationary "lanes"). The range must allow the use of high powered rifles and any handgun provided by the service for use in tactical situations.
